Формування та реалізація державної політики в культурній сфері у воєнній та поствоєнній Україні

Abstract

UA : Мета дослідження: аналіз особливостей формування та реалізації державної політики у культурній сфері та виявлення основних напрямків та перспектив розвитку культурної політики у воєнній та поствоєнній Україні. Об’єкт дослідження: державна політика у культурній сфері. Предмет дослідження: формування та реалізація державної політики у культурній сфері та виокремлення напрямків для її розвитку. Методи дослідження: спостереження, порівняння, аналіз, синтез, індукція, дедукція, узагальнення, ідеалізація, контент-аналіз. Гіпотеза: ефективна державна політика в культурній сфері є підґрунтям для державотворення та розвитку усіх сфер життєдіяльності держави, створює позитивний ефект на суспільство, консолідує та розвиває його у процесі боротьби за державність та відновлення держави у післявоєнний період. Висновки: 1. Виклики воєнного стану та повоєнної відбудови у сфері культури потребують більшої уваги до процесу формування та реалізації державної політики у сфері культури та виокремлення нових напрямків. 2. Процес формування та реалізації державної політики у сфері культури потребує створення якісної теоретичної основи для впровадження рішень та відповідального практичного впровадження, що доповнюють один одного. 3. При перегляді перспектив формування та реалізації культурної політики у воєнній та поствоєнній Україні, доцільно розвивати ті напрямки, які сприяють відриву від ворожої культури, збереженню національної ідентичності та створюють сприятливі умови для культурного відновлення та розвитку.

EN : Purpose of the study: to analyze the peculiarities of the formation and implementation of state policy in the field of culture and to identify the main directions and prospects for the development of cultural policy in wartime and post war Ukraine. Object of research: state policy in the field of culture. Subject of research: formation and implementation of state policy in the field of culture and identification of directions for its development. Research methods: observation, comparison, analysis, synthesis, induction, deduction, generalization, idealization, content analysis. Hypothesis: an effective state policy in the field of culture is the basis for state building and development of all spheres of state life, creates a positive effect on society, consolidates and develops it in the process of struggle for statehood and restoration of the state in the postwar period. Conclusions: 1. The challenges of martial law and post-war reconstruction in the field of culture require greater attention to the process of formulating and implementing state policy in the field of culture and the identification of new directions. 2. The process of formulating and implementing state policy in the field of culture requires the creation of a high-quality theoretical basis for the implementation of decisions and responsible practical implementation that complement each other. 3. When reviewing the prospects for the formation and implementation of cultural policy in wartime and post-war Ukraine, it is advisable to develop those areas that contribute to the break from hostile culture, preserve national identity and create favorable conditions for cultural recovery and development.
