Забезпечення взаємодії між органами державної влади та суспільством в умовах війни

Abstract

UA : Мета дослідження: проаналізувати дійсні та історично сформовані системні механізми взаємодії між органами державної влади та суспільством та визначити шляхи підвищення рівня її забезпечення в умовах війни. Об’єкт дослідження: сучасний стан взаємодії між орг. держ. вл. та суспіл. Предмет дослідження: загальні закономірності становлення, функціонування та безперервного забезпечення системи взаємодії між органами державної влади та суспільством. Методи дослідження: сукупність видів аналізу, логічний синтез, порівняння, класифікація, узагальнення, когнітивне моделювання, історичний метод. Новизна дослідження: запропоновано новий підхід до покращення стану моделі взаємодії між органами державної влади та суспільством в умовах війни на основі встановлених закономірностей. Гіпотеза: шляхом створення стратегії покращення забезпечення взаємодії між органами державної влади та суспільством можливо підвищити рівень ефективності функціонування держави в умовах війни в Україні. Висновки: 1. Рольове призначення держави та суспільства як суб’єкта та об’єкта взаємодії визначається розподілом ресурсів влади, впливу та відповідальності, що у поєднанні з системою зв’язку та умовою існування в межах правового середовища утворює класифікацію моделей взаємодії. 2. Найбільшого значення стан взаємодії набуває під час переживання державою та суспільством кризових становищ - випробовувань на міцність. 3. Знецінення меж контролю та обмеження свободи призвело до зменшення впливовості та можливостей здійснення влади суспільством у взаємодії з органами державної влади в умовах війни.

EN : The purpose of the research: to analyze the current and historically formed systemic mechanisms of interaction between public authorities and society and to identify ways to improve the level of its provision in wartime. The object of research: the reality of interaction between public authorities and society. The subject of research: general patterns of formation, functioning and continuous provision of the system of interaction between public authorities and society. The research methods: a combination of types of analysis, logical synthesis, comparison, classification, generalization, cognitive modeling, historical method. The novelty of the research: a new approach to improving the model of interaction between public authorities and society in wartime based on established patterns is proposed. Hypothesis: by creating a strategy for improving the interaction between public authorities and society, it is possible to increase the level of efficiency of the state's functioning in wartime in Ukraine. Conclusions: 1. The role of the State and society as a subject and object of interaction is determined by the distribution of resources of power, influence and responsibility, which, in combination with the communication system and the condition of existence within the legal environment, forms a classification of interaction models. 2. The state of interaction is most important when the state and society are experiencing crises - challenges to their strength. 3. The depreciation of the limits of control and restriction of freedom has led to a decrease in the influence and possibilities of exercising power by society in interaction with the state authorities in wartime.
