Публічно-управлінське забезпечення одержання субсидій особами похилого віку

Abstract

UA : Мета дослідження: дослідження методів та форм публічно-управлінського забезпечення одержання субсидій особами похилого віку. Об’єкт дослідження: люди похилого віку як адресати державної допомоги. Предмет дослідження: публічно-управлінське забезпечення одержання субсидій особами похилого віку. Методи дослідження: аналіз, синтез, індукція, дедукція, абстрагування, порівняння, соціальна діагностика. Новизна дослідження: запропоновано заходи щодо поліпшення публічно-управлінського забезпечення одержання субсидій особами похилого віку Гіпотеза: розширення методів та форм публічно-управлінських механізмів одержання субсидій підвищить адресність їх надання, застосування тренінгів з навчання одержанню субсидій у роботі з людьми похилого віку дозволить адаптувати механізм одержання субсидій і включити адресатів субсидій до сучасного інформаційного простору. Висновки: 1. Житлова субсидія як складової публічно-управлінського забезпечення є організаційно-управлінським механізмом життєзабезпечення осіб похилого віку. 2. У зв’язку з проникненням в наше життя інформаційно-комунікативних технологій у багатьох категорій громадян з’являється проблема інформаційної нерівності. Найчастіше від цієї проблеми страждають люди похилого віку. Застосування тренінгових форм роботи з людьми похилого віку оптимізує формування навичок користування Інтернетом та телефоном, що дозволить забезпечити більшу задоволеність літніми людьми новими формами житлової субсидії та покращить загальне сприйняття системи соціального захисту в цілому.

EN : Research purpose is to study the methods and forms of public-management support for the receipt of subsidies by the elderly. Research object is the elderly people as recipients of a state aid. Research subject is the public-management support for the receipt of subsidies by the elderly. Research methods are analysis, synthesis, induction, deduction, abstraction, comparison, social diagnostics. Research novelty lies in measures proposed to improve public-management support for the subsidies’ receipt. Research hypothesis is that expansion of methods and forms of publicmanagement mechanisms for receiving subsidies will increase their provision targeting, the use of trainings concerning the subsidies’ receipt in working with the elderly will allow to adapt the subsidies mechanism and include their recipients into the modern information space. Conclusions: 1. Housing subsidy as a component of public-management support is an organizational and managerial mechanism of the elderly’s life support. 2. Due to the penetration of information and communication technologies into our lives, many categories of citizens face the problem of information inequality. Most often, the elderly people suffer from this problem. 3. The application of training forms to work with the elderly optimizes the formation of Internet and telephone use skills, which will provide elderly people with greater satisfaction with new forms of housing subsidies and improve the overall perception of social protection system as a whole.
