Міжбюджетні відносини в Україні та перспективи їх розвитку

Abstract

UA : Кваліфікаційна робота викладена на 108 сторінках друкованого тексту, містить 22 таблиці, 15 рисунків. Перелік посилань включає 77 джерел, з них 5 іноземною мовою. Об’єктом дослідження є процеси управління фінансовим забезпеченням місцевих бюджетів в умовах фінансової децентралізації. Метою кваліфікаційної роботи є розвиток теоретичних і методичних положень управління фінансовим забезпеченням місцевих бюджетів, а також розробка рекомендацій щодо удосконалення міжбюджетних відносин в умовах фінансової децентралізації. Завдання: дослідити місце та роль місцевих бюджетів у структурі фінансових відносин держави; розглянути особливості міжбюджетних відносин в системі бюджетного регулювання; розглянути особливості організації міжбюджетних трансфертів в умовах децентралізації; надати пропозиції щодо формування ефективної системи міжбюджетних відносин в Україні. Методи дослідженя: діалектичний метод, системний аналіз, методи порівняльного, статистичного та кількісного аналізу, аналітичний, графічний. Одержані результати та їх новизна: удосконалено системи аналітичного забезпечення і моніторингу міжбюджетних відносин, за рахунок використання запровадження індексу горизонтального вирівнювання; незмінність підходів до горизонтального вирівнювання на три роки; розширення меж інтервалу значення індексу горизонтального вирівнювання для обласних бюджетів. Основні наукові положення кваліфікаційної роботи доведено до рівня методичних розробок і практичних рекомендацій, які можуть бути використані органами управління різних рівнів у процесі вдосконалення формування та виконання місцевих бюджетів.

EN : The work is presented on 108 pages of printed text, contains 22 tables, 15 figuresx. The list of refernces includes 77 sources, 5 of them in foreign languages. The subject of the study is the processes of managing the financial support of local budgets in the context of financial decentralization. The subject of the study is theoretical, methodological and applied aspects of intergovernmental budgetary relations in modern conditions. The purpose of the qualification work is to develop theoretical and methodological provisions for managing the financial support of local budgets, as well as to develop recommendations for improving inter-budgetary relations in the context of financial decentralization. Objectives: to investigate the place and role of local budgets in the structure of financial relations of the state; to consider the features of intergovernmental relations in the system of budgetary regulation; to investigate the features of budgetary equalization in the context of decentralization; to analyze the revenue and expenditure part of the state budget of Ukraine; to consider the features of the organization of intergovernmental transfers in the conditions of decentralization; to propose the creation of an effective system of intergovernmental relations in Ukraine. Research methods: dialectical method, system analysis, methods of comparative, statistical and quantitative analysis, analytical, graphical. Results obtained and their novelty: the systems of analytical support and monitoring of intergovernmental relations have been improved. Areas of improvement of horizontal alignment of regional budgets in Ukraine are: introduction of a horizontal alignment index to determine the basis of application of horizontal alignment of regional budgets; persistence of approaches to horizontal alignment for three years, which will meet the requirements of medium-term budgetary planning and sustainable development of regions; extending the boundaries of the horizontal alignment index value for regional budgets. The basic scientific provisions of the qualification work are brought to the level of methodological developments and practical recommendations that can be used by the governing bodies of different levels in the process of improving the formation and implementation of local budgets.
