Военно-правовое воспитание военнослужащих: методология оценки эффективности управления в контексте математического моделирования

Abstract

RU : В статье предложен методологический подход к определению сущности эффективности управления военно-правовым воспитанием военнослужащих Вооруженных Сил Украины, который положен в основу математического моделирования его оценки. Особое внимание сосредоточено на социально-философском анализе оценки эффективности управления, ее количественно-качественной определенности, подчеркнута ее роль в структуре управления

UA : У статті запропонований методологічний підхід до визначення сутності ефективності управління військово-правовим вихованням військовослужбовців Збройних Сил України, який покладений в основу математичного моделювання його оцінки. Особлива увага зосереджена на соціально-філософському аналізі оцінки ефекту управління, його кількісно- якісної визначеності, підкреслена її роль і місце у структурі управління.

EN : The article presents methodological approach to definition of the essence of effective management of military-legal education of members of the Armed Forces of Ukraine, which was the basis for mathematical modelling for its evaluation. The special attention is focused on the philosophical analysis of an assessment of management efficiency, its quantitative and qualitative definiteness, its role and a place in structure of management is emphasized. Being the main instrument of control, conclusions about productivity of educational activity the assessment of management efficiency of military and legal education gets in modern conditions of the great public, moral and emotional and stimulating value. According to the proposed approach to the effectiveness determination of the military-legal education management, assessment of management systems combines the management process assessment and evaluation of its outcomes "the results of education." However, the efficiency of the management systems is also determined by the degree of compliance of management system with the object that it serves. The degree of compliance in the overall efficiency of management allows to determine how fully evaluated management system was able to use its own and educational potentials at a certain level of performance. That is, to determine the relationship between the actual performance of management and real possibilities of the management system that make the necessary adjustments and the level of the efficiency. Consequently, methodological support for effectiveness evaluation of the military-legal education, its quality and quantity certainty provide practical application of robust algorithms, methods and models. Being designed according to the proposed methodological approach mathematical multicriteria model for assessing the management effectiveness of military legal education as a ratio of the effectiveness evaluation, which is manifested in the intermediate and final results of the management process, taking into account the level of compliance of th management system to its object, has unified nature and can be used within any social system . It provides a maximum consideration of features of the management object, as it provides the use of modified in accordance with its own specific indicators.
