Фейкові новини як один з інструментів ведення сучасної інформаційно-психологічної війни

Abstract

UA : Актуальність дослідження зумовлена тим, що термін «інформаційно-психологічна війна» зараз є популярним для опису цілеспрямованого, негативного, інформаційно-психологічного впливу Російської Федерації на Україну. Об’єктом цього впливу є в основному громадяни України, у другу чергу, населення самої Російської Федерації, який в минулому був традиційним об’єктом пропаганди, по-третє, нації інших країн, по-четверте, уся міжнародна спільнота, міжнародні організації та їх співробітники. Війна Росії проти України характеризується різким посиленням ролі інформаційно-психологічної складової, самодостатність і важливість якої дозволяють говорити про повномасштабну інформаційно-психологічну війну, що виправдовує не лише агресію та втручання у внутрішні справи незалежних держав, але також і озброєний конфлікт, що призводить до великих жертв. Проблемна ситуація полягає у тому, що Україна зараз переживає подвійну війну – фізичну та моральну. Процес інформаційно-психологічної війни, яку зараз веде проти України Росія, передбачає послаблення соціальної, економічної, оборонної та політичної систем країни, а також розпалювання міжетнічної ворожнечі та дискримінації. Він покликаний дестабілізувати психологічне здоров’я нації, посіяти хаос серед населення та загалом дискредитувати український чільний уряд. Росія постійно веде інтенсивну, цілеспрямовану інформаційну-психологічну війну проти України. В результаті цієї війни страждають як військові, так і цивільне населення. Саме інформаційно-психологічна війна є невід’ємною частиною прикриття агресії Російської Федерації. Утворення ОРДЛО внаслідок втрати контролю урядом частин Донецької і Луганської областей у зв’язку з Війною у східних областях України та анексією Кримського півострова (2014), широкомасштабне Російське вторгнення в Україну (2022) є закликом та прямим порушенням міжнародного гуманітарного права. Це демонструє не лише факт ведення інформаційної війни, а й недотримання норм міжнародного права під час її проведення.

EN : The relevance of the study is due to the fact that the term "informational and psychological warfare" is now popular to describe the purposeful, negative, informational and psychological influence of the Russian Federation on Ukraine. The object of this influence is mainly the citizens of Ukraine, secondly, the population of the Russian Federation itself, which in the past was a traditional object of propaganda, thirdly, the nations of other countries, fourthly, the entire international community, international organizations and their employees Russia's war against Ukraine is characterized by a sharp strengthening of the role of the informational and psychological component, the self-sufficiency and importance of which allow us to speak of a full-scale informational and psychological war, which justifies not only aggression and interference in the internal affairs of independent states, but also an armed conflict that leads to large casualties . The problematic situation is that Ukraine is currently experiencing a double war - physical and moral. The process of information and psychological warfare, which Russia is currently waging against Ukraine, involves the weakening of the country's social, economic, defense and political systems, as well as the incitement of inter-ethnic enmity and discrimination. It is designed to destabilize the psychological health of the nation, sow chaos among the population, and generally discredit the leading Ukrainian government. Russia is constantly waging an intensive, purposeful information and psychological war against Ukraine. As a result of this war, both the military and the civilian population suffer. It is information and psychological warfare that is an integral part of the cover-up of the aggression of the Russian Federation. The formation of ORDLO as a result of the government losing control of parts of the Donetsk and Luhansk regions in connection with the War in the eastern regions of Ukraine and the annexation of the Crimean Peninsula (2014), the large-scale Russian invasion of Ukraine (2022) is a call and a direct violation of international humanitarian law. This demonstrates not only the fact of conducting an information war, but also the non-compliance with the norms of international law during its conduct.
