Інструменти кризових комунікацій органів місцевого самоврядування в умовах пандемії CОVID-19

Abstract

UA : Мета дослідження: обґрунтування усіх інструментів кризових комунікацій в умовах пандемії COVID-19, зокрема охарактеризувати та проаналізувати основні типи кризових комунікацій, визначити головні поняття, встановити особливості розгортання кризових комунікацій органів місцевого самоврядування в умовах пандемії. Об’єкт дослідження: кризові комунікації органів місцевого самоврядування під час пандемії COVID-19. Предмет дослідження: особливості інструментів кризових комунікацій органів місцевого самоврядування в умовах пандемії COVID-19. Методи дослідження: аналіз, синтез, індукція, дедукція, структурно- функціональний, аналіз статистичних даних. Новизна дослідження: дослідження виявляється у тому, що значення даної роботи полягає в систематизації та аналізі здійснених інструментів кризових комунікацій органів місцевого самоврядування, кризових комунікаційних методів взаємодії із громадськістю, які були запровадженні під час пандемії COVID-19. Гіпотеза: одним із головних питань дослідження інструментів комунікації органами місцевого самоврядування з громадськістю в умовах пандемії COVID- 19 був пошук нових, більш досконалих форм взаємодії з конкретними цільовими групами. Висновки: 1. Інструменти та канали комунікації – це основні інструменти оперативної комунікації сьогодні з динамічним розвитком різних засобів комунікації, таких як мобільні телефони, телекомунікації та Інтернет. 2. Інструменти комунікацій органів місцевого самоврядування в умовах пандемії COVID-19 – способи, за допомогою яких громада взаємодіє із цільовими авдиторіями через заходи, ініціативи, проєкти тощо.

EN : The purpose of the study: to substantiate all the tools of crisis communications in the context of the COVID-l9 pandemic, in particular to characterize and analyze the main types of crisis communications, to define the main concepts, to establish the peculiarities of the deployment of crisis communications of local government authorities in the context of the pandemic. Object of the study: crisis communications of local government authorities during the COVID-l9 pandemic The subject of the study: peculiarities of crisis communication tools of local govemment authorities in the context of the COVID-19 pandemic. Research methods: analysis, synthesis, induction, deduction, structural functional, analysis of statistical data. Novelty of the study: the study reveals that the significance of this work lies in the systematization and analysis of implemented crisis communicatign tools of local government authorities, crisis communication methods of interaction with the public, which were introduced during the COVID-I9 pandemic. Hypothesis: one of the main issues of the study of communication tools of local goverrment authorities with the public in the context of the COVID-l9 pandemic was the search for new, more advanced forms of interaction with specific target groups. Conclusions: l. Communication tools and channels are the main tools of operational communication today with the dynamic development of various means of communication such as mobile phones, telecommunications and the Internet. 2. Communication tools of local government authorities in the context of the COVID-19 pandemic are the ways in which the community interacts with target audiences through events, initiatives, projects, etc.
