Оптимізація професійного навчання державних службовців та посадових осіб місцевого самоврядування

Abstract

UA : На сучасному етапі євроінтеграційного процесу в Україні та реалізації реформ у всіх сферах суспільного життя якість роботи державного апарату має велике значення. Оновлені Закони України «Про державну службу» та «Про службу в органах місцевого самоврядування» створюють необхідні умови для створення нового професійного, політично неупередженого, обізнаного та компетентного колективу посадовців та представників місцевого самоврядування. які належним чином керують своєю діяльністю та працюють за найкращими європейськими стандартами. Основним вектором розвитку державної служби та місцевого самоврядування в Україні сьогодні є їх професіоналізація, удосконалення системи підготовки кадрів, а також підвищення професійної кваліфікації протягом усього періоду служби за аналогією з «навчанням упродовж життя», адже від професійних якостей та компетентності державних службовців України залежить ефективність роботи державної служби.

EN : The purpose of this research is to conduct a profound analysis of the development of professional qualities of public servants and representatives of local self-government in the context of their education. The object of the study is the professional development and training of public servants and officials of local self-government in Ukraine. The subject of the research is the development of professional competencies of public servants and officials of local self-government in the education system. Research methods: analysis, synthesis, induction, deduction, and structural- functional analysis. The scientific novelty of the study consists in the analysis of ways to optimize professional training, taking into account the challenges of Covid-19, the full-scale invasion of the Russian Federation, and providing practical recommendations. Hypothesis: improving the system of professional training will contribute to the development of professional qualities of public servants and representatives of local self-government, which are crucial for the successful implementation of European standards of good governance in Ukraine. Conclusions: 1. The problem of professional qualification of Ukrainian public servants is substantiated, and existing research often does not address new issues arising in the context of updating legislation and the European path of Ukraine's development. 2. Studying the experience of other countries in the field of professional training of public servants allows identifying opportunities for its use in Ukraine. 3. The implementation of innovative development programs will contribute to the enhancement of the professionalism of public servants and officials of local self- government.
