Ефективність механізмів управління у сфері публічних закупівель в умовах правового режиму воєнного стану

Abstract

UA : Мета дослідження: дослідження публічно-управлінських механізмів у сфері публічних закупівель в умовах правового режиму воєнного стану та оцінка їх ефективності та розробка можливих пропозицій щодо їх вдосконалення. Об’єкт дослідження: механізми управління у сфері публічних закупівель в умовах воєнного стану. Предмет дослідження: ефективність механізмів управління у сфері публічних закупівель в умовах воєнного стану. Методи дослідження: аналіз, синтез, індукція, дедукція, класифікація, типологізація, абстрагування, аналіз статистичних даних. Новизна дослідження: визначення рівня ефективності механізмів управління публічних закупівель в умовах воєнного стану Гіпотеза: вдосконалити механізми управління у сфері публічних закупівель в умовах воєнного стану можливо за допомогою визначення рівня їх ефективності, діагностики наявних проблем та подальшої розробки і впровадження рекомендацій щодо вдосконалення. Висновки: 1. В умовах воєнного стану відбулося спрощення державного регулювання публічних закупівель для прискорення процесу здійснення публічних закупівель. 2. За допомогою регулярного аналізу ефективності механізмів управління у сфері публічних закупівель можна своєчасно виявляти існуючі в них недоліки, усувати їх та вдосконалювати такі механізми. 3. Органам державної влади вдалося розробити і впровадити ефективні механізми управління, які дали змогу не тільки утримати закупівельну сферу від кризи, але і відновити динаміку її розвитку та повернути обсяги закупівель майже до довоєнного рівня.

EN : The aim of the study is to study public governance arrangements in the field of public procurement in the conditions of the legal regime of martial law, to assess their effectiveness, and to develop possible proposals for their improvement. The object of research is the management mechanisms in the field of public procurement in the conditions of the martial law. The subject of the study is the effectiveness of management mechanisms in the field of public procurement in the conditions of martial law. Research methods are analysis, synthesis, induction, deduction, classification, typology, abstraction, and statistical data analysis. The novelty of the research lies in determining of the efficiency level of public procurement management mechanisms in the conditions of martial law. Hypothesis: to improve management mechanisms in the field of public procurement in the conditions of martial law is possible with the help of determining the level of their efficiency, diagnosing existing problems, and further development and implementation of recommendations for improvement. Conclusions: 1. Simplification of state regulation of public procurement in order to speed up the process of implementing public procurement under martial law conditions. 2. With the help of regular analysis of the effectiveness of the management mechanisms in the field of public procurements, one can identify in time existing shortcomings, eliminate them, and improve such mechanisms. 3. State government bodies managed to develop and implement effective management mechanisms, which not only allowed to keep the procurement sector out of the crisis but also to recover the dynamics of their development and to return the volume of procurement almost to the pre-war level.
