UA : Мета дослідження: дослідити особливості оцінки якості надання соціальних послуг неповним сім’ям та розробити детермінанти оптимізації цього процесу.
Об’єкт дослідження: соціальні послуги неповним сім’ям.
Предмет дослідження: оцінка якості надання соціальних послуг неповним сім’ям.
Методи дослідження: герменевтичний, правовий, аналіз, синтез, індукція, дедукція.
Гіпотеза: якість надання соціальних послуг неповним сім’ям в Україні суттєво підвищиться завдяки вдосконаленню процесу її оцінки в управлінській діяльності установ, що надають відповідні послуги.
Висновки: 1. Проблема поширення явища неповної сім’ї в сучасних умовах набула загальнонаціональних масштабів і ця категорія населення потребує особливої уваги з боку соціальних служб у зв’язку з необхідністю підтримки виховної функції таких сімей.
3. Критерії якості соціальних послуг визначені у законодавчих актах України, які складають ґрунтовну базу для проведення моніторингу та оцінки якості надання соціальних послуг відповідними соціальними службами. Це адресність та індивідуальний підхід, результативність, своєчасність, доступність та відкритість, повага до гідності отримувача соціальної послуги, професійність.
3. Оптимізація оцінки якості надання соціальних послуг неповним сім’ям може відбуватися через посилення зворотного зв’язку з отримувачами цих послуг, застосування технологій незалежного аудиту та соціологічного моніторингу, розвиток інституту супервізорства у соціальній роботі.
EN : Research purpose is to study evaluation features of the social services quality provided to one parent families and to develop the determinants for this process optimization.
Research object is the social services for one parent families.
Research subject is the quality evaluation of social services for one parent families.
Research methods are hermeneutic, legal, analysis, synthesis, induction, deduction.
Research hypothesis is that the quality of social services provided to one parent families in Ukraine will be significantly increased by improving the process of their evaluation at the level of institutions’ management providing the services.
Conclusions: 1. The problem of one parent families spread in nowadays context has become nationwide, and this category of population needs special attention from social services in relation to the need to support the educational function of such families.
2. The criteria for the social services quality are defined in the legislative acts of Ukraine, which form the basis for monitoring and evaluating the quality of social service provision by the relevant institutions. These include targeting and individual approach, efficiency, timeliness, accessibility and openness, respect for the dignity of the social service’s recipient, professionalism.
3. Optimization of the quality of social services provision to one parent families may be due to increased feedback on these services recipients, the use of independent auditing and sociological monitoring technologies, along with a supervisory institution development in social work.
