Об’єктом дослідження є процес організації бухгалтерського обліку, контролю та облікова політика ломбардів.
Метою кваліфікаційної роботи є дослідження теоретичних і методичних положень, а також розробка практичних рекомендацій з удосконалення порядку формування та застосування облікової політики ломбардів, яка забезпечує організаційно-економічні умови для їх ефективної діяльності.
Предметом дослідження є сукупність теоретичних, методичних і практичних питань, пов’язаних з формуванням та реалізацією облікової політики та її контролю на ПТ «Ломбард «Перший» ТОВ «Мікрофінанс і компанія».
Методи дослідження – абстрактно-логічний, аналізу, синтезу, індукції, дедукції, монографічний, аналітичний, порівняльний, спостереження, метод аналогій, групування, графічний.
За результатами дослідження запропоновано своє поняття облікової політики, її реалізація через принципи контролю, забезпечення прав бухгалтерів в реалізації своє думки через введення в нормативні документи поняття «професійного судження бухгалтера». Виявлені слабкі місця в положенні про облікову політику та запропоновані методи бухгалтерського обліку, які б найширше розкривали необхідності ломбардної діяльності. Розглянуті існуючі положення підприємства про внутрішній аудит та запропоновано свою форму та зміст висновку про проведення перевірки. Отримані результати дослідження спрямовані на підвищення ефективності облікової політики, забезпечення реалізації функцій внутрішнього аудиту та розуміння рівня нормативної забезпеченості діяльності ломбарду при прийнятті завдання зовнішніми аудиторами. Застосування на практиці рекомендацій щодо облікової політики дозволить швидше оцінювати собівартість послуги, розкрити слабкі питання обліку, забезпечити швидший перехід до міжнародних стандартів та дозволить зовнішнім користувачам кравче розуміти дані фінансових результати. Застосування рекомендацій щодо внутрішнього аудиту забезпечить ефективне функціонування служби, вчасне та повне звітування про результати проведення внутрішнього аудиту для полегшення проходження зовнішніх перевірок. Використання запропонованого тесту виїзного контролю нормативного забезпечення дозволить оцінити ризики зовнішнього середовище ще на рівні прийняття завдання.

According to the results of the research, the concept of accounting policy, its implementation through the principles of control, ensuring the rights of accountants in the implementation of its fragrance through the introduction of the concept of "professional judgment of the accountant". Weaknesses in accounting policies have been identified and proposed accounting methods that would have broadly disclosed the need for pawnshops. The results of the study are aimed at improving the efficiency of accounting policies, ensuring the implementation of internal audit functions and understanding the level of regulatory support of pawnshops when taking the task of external auditors. The practical implementation of accounting policy guidelines will allow us to assess the cost of the service more quickly, address weak accounting issues, ensure a faster transition to international standards, and allow external users to better understand these financial results. The implementation of internal audit recommendations will ensure the effective functioning of the service, timely and complete reporting of the results of the internal audit, to facilitate the conduct of external audits. The use of the proposed RMS test will allow the assessment of environmental risks at the level of acceptance of the task.
