UA : У роботі розглянуто теоретико-методологічні засади процесу об’єднання територіальних громад. Визначена сутність бюджетної децентралізації та її роль у забезпеченні фінансової автономії регіонів. Проаналізовано сутність та значення процесу бюджетного прогнозування. Здійснено огляд моделей та методів прогнозування динаміки часових рядів. Обґрунтовано використання програмного середовища R для побудови прогнозних моделей. На основі щомісячних даних обсягів бюджетних надходжень Веселівської ОТГ, за період з 01.2016 по 09.2019, здійснено побудову прогнозних моделей за допомогою пакетів «Forecast» та «HybridModel» у середовищі R. На основі результатів порівняння та оцінки помилок прогнозів, зокрема обчислених показників MAPE та RMSPE, був побудований підсумковий прогноз для ПДФО, місцевих податків та зборів, а також сукупних власних доходів Веселівської ОТГ на середньострокову перспективу. Удосконалено методику прогнозування бюджетних надходжень шляхом автоматизації процесу побудови комбінованих прогнозів. Розроблені рекомендації щодо використання інструментарію прогнозування у системі управління громадами.
EN : The paper deals with theoretical and practical aspects of the process of integration of territorial communities. The essence of budgetary decentralization and its role in ensuring the financial autonomy of regions and the formation of able communities are determined. The essence and significance of the budget forecasting process are analyzed. Models and methods of forecasting the dynamics of time series. are reviewed. An overview of the software used for forecasting is presented, its main advantages over other software products are defined. In the R software environment, with the help of forecast and hybridModel packages, automated construction of forecast models of the volume of personal income tax, local taxes and levies and the aggregate own income of the Veselovsk rural united territorial communities of Zaporizhzhia region was carried out. On the basis of the results of comparison and evaluation of the values of the obtained forecast models, the final forecast, identified as the best, for the studied series of dynamics for the medium term was presented.
