В Україні з 2014 року триває одна з наймасштабніших реформ , а саме реформа децентралізації, в процесі якої вже створено більше тисячі об`єднаних територіальних громад , які є основною ланкою у системі самоврядування на місцях.
Актуальним питанням ефективного функціонування об`єднаних територіальних громад є формування їх бюджетів, та законодавче регулювання процедури фінансування бюджетів ОТГ з державного бюджету.
Метою кваліфікаційної роботи є комплексний аналіз та детальне дослідження особливостей формування бюджетів ОТГ; аналіз нормативно-правової основи фінансової діяльності ОТГ; здійснення аналізу досвіду створення ОТГ та їх фінансової діяльності в інших країнах та визначення стратегічних орієнтирів вдосконалення правового регулювання формування бюджетів ОТГ.
Об’єктом кваліфікаційної роботи є cуспільні відносини у сфері формування бюджетів об`єднаних територіальних громад та стратегічні орієнтири вдосконалення правового регулювання .
Предметом дослідження є історичні, теоретичні, організаційні аспекти формування бюджетів об`єднаних територіальних громад в Україні та вивчення зарубіжного досвіду щодо створення та фінансової діяльності органів місцевого самоврядування .

In Ukraine from 2014 one of the largest reforms, lasts namely reform of decentralization, in the process of that the more than thousand incorporated territorial communities, are already created that are a basic link in the system of self-government on places.
The pressing question of the effective functioning of the incorporated territorial communities is forming of their budgets, and legislative adjusting of procedure of financing of budgets of incorporated territorial communities from the state budget.
The aim of qualifying work are a complex analysis and detailed research of features of forming of budgets of incorporated territorial communities; analysis of normatively-legal basis of financial activity of incorporated territorial communities; realization of analysis of experience of creation of incorporated territorial communities and them financial activity in other countries and determination of strategic reference-points of perfection of the legal adjusting of forming of budgets of incorporated territorial communities.
The object of qualifying work are social relations in the field of forming of budgets of the incorporated territorial communities and strategic reference-points of perfection of the legal adjusting .
The article of research are historical, theoretical, organizational aspects of forming of budgets of the incorporated territorial communities in Ukraine and study of foreign experience in relation to creation and financial activity of organs of local self-government .
