Еволюція моделі соціального захисту дітей у радянській Україні

Abstract

UA : Мета дослідження–теоретично обґрунтувати та дослідити особливості еволюційної моделі соціального захисту дітей у Радянській Україні. Об’єктом дослідження є соціальний захист дітей. Предмет дослідження– особливості діяльності радянських соціальних служб у захисті дітей. Методи дослідження: аналіз, синтез, індукція, дедукція, структурно- функціональний, аналіз статистичних даних. Наукова новизна полягає у спробі власного дослідження особливостей правового регулювання, та дотримання соціальних гарантій захисту дітей в радянській Україні. Гіпотеза дослідженняє одними з головних завдань при побудові системи захисту дітей в історії соціальної роботи є стимулювання персоналу соціальної сфери та сприяння удосконалення нормативно-соціальної бази та зпозичення іноземного досвіду. Висновки: 1. Серед основних проблем еволюції розвитку соціального захисту дітей можна нахвати: слабке кадрове забезпечення установ та організацій щодо соціального захисту дітей, недостатнє фінансування, недосконала нормативно-правова база. 2. На нашу думку, держава повинна на сучасному етапі створити умови для розвитку правового захисту дитини, тобто, розширити соціально-правові гарантії дітей, забезпечити фізичний, інтелектуальний, культурний розвиток молодого покоління, створення соціально-економічних і правових інститутів з метою захисту прав та законних інтересів дитини в Україні.

EN : Research purpose is to theoretically substantiate and study the evolutionary model features of social protection of children in Soviet Ukraine. Research object is the social protection of children. Research subject is the peculiarities of Soviet social services’ activity in child protection. Research methods are analysis, synthesis, induction, deduction, structural and functional, statistical data analysis. Research novelty lies in the attempt to study peculiarities of legal regulation and compliance with social guarantees of the protection of children in Soviet Ukraine. Research hypothesis is that one of the main tasks in building a child protection system in the history of social work is to stimulate social personnel and promote the improvement of the normative and social base and borrow foreign experience. Conclusions: 1. Among the main problems of the evolution of social protection of children are: weak staffing of institutions and organizations for social protection of children, insufficient funding, imperfect regulatory framework. 2. In our opinion, the state should at present stage create conditions for the child’s legal protection development that is to expand the socio-legal guarantees of children, ensure physical, intellectual, cultural development of the younger generation, create socio-economic and legal institutions to protect the rights and legitimate interests of the child in Ukraine.
