Діалог із громадянами як фактор розвитку об’єднаних територіальних громад

Abstract

UA : Мета дослідження: дослідження актуального стану діалогу між місцевою владою та громадянами в об’єднаних територіальних громадах та шляхів його вдосконалення задля ефективної роботи місцевої влади на користь громадським інтересам. Об’єкт дослідження: об’єднані територіальні громади в сучасній Україні. Предмет дослідження: діалог місцевої влади та населення в об’єднаних територіальних громадах. Методи дослідження: аналіз, синтез, абстрагування, індукція, порівняльний, спостереження, опитування, метод аналізу документів. Новизна дослідження: аналізуються шляхи встановлення ефективного діалогу між системою керівництва ОТГ та громадськістю. Гіпотеза: оптимізація діалогу забезпечується через взаєморозуміння між керівництвом ОТГ та населенням; залучення громадян у процес прийняття важливих рішень задля сталого розвитку території Висновки: 1. Сьогодні у діалозі між владою і громадою у нашій демократичній державі відбувається зміна принципів та формується нова модель діалогу. Розвиток ефективного діалогу можливий лише за умови функціонування дієвого громадянського суспільства. 2. Чинні закони, укази Президента України, постанови та розпорядження Кабінету Міністрів України закладають правові засади залучення громадськості до прийняття рішень та управління громадою. 3. Органом місцевого самоврядування Оріхівської міської ради вживаються заходи з залучення якомога більшої кількості механізмів та інструментів для налагодження дієвого діалогу з представниками територіальної громади.

EN : Research purpose is to study the current state of dialogue between local authorities and citizens in the united territorial communities and ways to improve it for the effective work of local authorities for the benefit of the public interest. Research object is the united territorial communities in modern Ukraine. Research subject is the dialogue between local authorities and the population in united territorial communities. Research methods are analysis, synthesis, abstraction, induction, comparative, observation, survey, document analysis method. Research novelty is that the ways of establishing an effective dialogue between the united territorial communities’ management system and the public are analyzed. Research hypothesis is that dialogue optimization is ensured through mutual understanding between the united territorial communities’ management and the population; citizens involvement in the process of making important decisions for the sustainable development of the territory. Conclusions: 1. Nowadays, the dialogue principles are changing and a new model of it is being formed in the dialogue between government and community in our democratic state. The development of an effective dialogue is possible only if an effective civil society is functioning. 2. Current laws, decrees of the President of Ukraine, resolutions and orders of the Cabinet of Ministers of Ukraine establish the legal basis for public involvement in decision-making and community management. 3. The local self-government body of the Orikhiv City Council shall take measures to involve as many mechanisms and tools as possible to establish an effective dialogue with the representatives of the territorial community.
