Сучасний стан на напрями розвитку фінансування екологічних програм в Україні

Abstract

UA : Кваліфікаційна робота викладена на 119 сторінках друкованого тексту, містить 10 таблиць, 14 рисунків, 2 додатки. Перелік посилань включає 82 джерела,з них 8 іноземною мовою. Об’єктом дослідження є процес розвитку фінансування державних цільових екологічних програм. Предметом дослідження є сукупність теоретичних, методичних і прикладних аспектів розвитку фінансування екологічних програм. Метою кваліфікаційної роботи магістра є розвиток теоретико-методичних положень та розробка практичних рекомендацій щодо напрямів вдосконалення фінансового забезпечення реалізації екологічних програм та подальшого розвитку їх фінансування в Україні. Методи дослідження: економіко-статистичний, аналізу й синтезу, спостереження і групування, абстрактно-логічний та ін. Одержані результати: досліджено сучасний стан фінансування екологічних програм в Україні та визначено проблеми, що перешкоджають розвитку механізму фінансування екологічних програм. Вивчення закордонного досвіду дозволили відокремити напрями вдосконалення фінансового забезпечення екологічних програм та визначити, що рух країн по шляху сталого розвитку вимагає і від держави, і від бізнесу проведення відповідальної політики. Уряд країни має розробляти національну стратегію розвитку, відповідні програми і плани, за допомогою реалізації яких здійснюється стимулювання розвитку «зелених» секторів економіки і дестимулювання діяльності в секторах, що не відносяться до «зелених». Результати дослідження можуть бути застосовані на державному рівні з управління фінансування природоохоронних заходів, а також підприємствами, що приймають участь у для реалізації екологічних програм.

EN : The work is presented on 119 pages of printed text, contains 10 tables, 14 figures, 2 annex. The list of referеnces includes 82 sources, 8 of them in foreign languages. The object of research is the process of development of financing of state targeted environmental programs. The subject of the study is a set of theoretical, methodological and applied aspects of the development of financing environmental programs. The purpose of the master's qualification work is the development of theoretical and methodological provisions and the development of practical recommendations for improving the financial support for the implementation of environmental programs and further development of their funding in Ukraine. Research methods: economic-statistical (to study the dynamics of financing environmental programs in Ukraine and Zaporizhia region), analysis and synthesis (to assess the financial support of environmental programs and areas for improvement), observation and grouping (identifying quantitative links between funding levels of state targeted environmental programs and the degree of their implementation), abstract-logical (for theoretical generalizations of results and formation of conclusions and recommendations), etc. The results are obtained: the current state of financing of environmental programs in Ukraine and at the level of Zaporizhia region is studied and the problems hindering the development of the mechanism of financing environmental programs are identified. In order to implement the environmental program in the Zaporizhia region, it is necessary to ensure adequate funding for the implementation of projects. Funding should be through the consolidation of state and local budgets, private funds. The study of foreign experience allowed us to identify areas for improving the financial support of environmental programs and to determine that the movement of countries on the path of sustainable development requires both the state and business to pursue responsible policies. The government should develop a national development strategy, appropriate programs and plans to stimulate the development of "green" sectors of the economy. The results of the study can be used at the state level to manage the financing of environmental measures, as well as companies involved in the implementation of environmental programs.
