Особливості функціонування авторитарних політичних режимів в умовах сучасних геополітичних викликів

Abstract

UA : Серед різних типів політичних режимів саме авторитарні політичні режими мають найбільше поширення у світі, проявляючись у різних видах – від традиційних форм до військово-бюрократичних диктатур та егалітарно-авторитарних режимів. У сучасних умовах зростаючих геополітичних протистоянь, глобальної нестабільності, загострення ідеологічних конфліктів та поширення антидемократичних тенденцій в окремих регіонах світу спостерігається подальша активізація авторитарних політичних режимів. Саме тому авторитаризм дедалі частіше розглядається не лише як залишок минулого, але і як адаптивна модель політичного управління, що знаходить нові форми реалізації в умовах глобалізованого світу. Сучасні авторитарні режими, маючи значні політичні та економічні ресурси, а також підтримку з боку населення, здатні потужно впливати на процеси на світовій політичній арені і навіть створювати загрози для сучасних демократій. Проблемна ситуація полягає у тому, що в умовах гібридних загроз та інформаційної війни авторитарні режими демонструють здатність до трансформації, використовуючи інструменти демократії задля легітимації влади, зберігаючи при цьому репресивний та контрольний потенціал. Зокрема, приклади Російської Федерації, Білорусі, а також низки азійських держав свідчать про поступовий дрейф у бік автократії, що супроводжується придушенням опозиції, обмеженням прав і свобод, а також централізацією владних повноважень.

EN : Among the different types of political regimes, authoritarian political regimes are the most widespread in the world, manifesting themselves in various forms - from traditional forms to military-bureaucratic dictatorships and egalitarian-authoritarian regimes. In the current conditions of growing geopolitical confrontations, global instability, aggravation of ideological conflicts and the spread of anti-democratic tendencies in certain regions of the world, there is a further activation of authoritarian political regimes. That is why authoritarianism is increasingly viewed not only as a remnant of the past, but also as an adaptive model of political governance, which finds new forms of implementation in the conditions of a globalized world. Modern authoritarian regimes, having significant political and economic resources, as well as support from the population, are able to powerfully influence processes on the world political arena and even create threats to modern democracies. The problematic situation is that in the context of hybrid threats and information warfare, authoritarian regimes demonstrate the ability to transform, using the tools of democracy to legitimize power, while maintaining repressive and controlling potential. In particular, the examples of the Russian Federation, Belarus, and a number of Asian states indicate a gradual drift towards autocracy, accompanied by the suppression of the opposition, restrictions on rights and freedoms, and the centralization of power.
