Abstract

UA : Актуальність дослідження: Завершення каденції одного президента США, прогнози та перспективи вибору іншого президента США завжди привертають увагу всього цивілізованого світу. Бо не для кого не секрет, що від очільника Білого Дому та реалізації його державної політики залежить низка міжнародних процесів. Враховуючи той факт, що США є країною-лідером по багатьох показниках і неодноразово демонструвала свої гегемонічні можливості, від політичних намірів президента США залежатимуть глобальні політичні тенденції та настрої у світі. Не виключенням відповідно є й реалізація зовнішньополітичного курсу країнами Європи. Як історично склалося, особливо після завершення Другої світової війни, країни Європи та США частіше за все позиціонують себе як ідеологічно наближені країни. Адже ключовими цінностями їх є лібералізм, демократія, безпека, також їх об’єднує спільна участь у низці союзів, серед яких провідну роль відіграє військово-політичний союз НАТО. Чітке усвідомлення залежності від виборчих циклів, які прослідковуються в США, дозволяють спрогнозувати можливі ситуації подальшого розвитку відносин між країнами. Тому вирахування особливостей виборчих циклів США та їх впливу на реалізацію зовнішньої політики країн Європи дозволяє прослідкувати тенденції та динаміку розвитку міжнародних відносин. Через те, що об’єднана Європа на сьогодні є одним із ключових політичних акторів світу, її зовнішньополітична діяльність є не менш важливішою, ніж зміни, які пов’язані з обранням нового президента США. Тому дослідження взаємозв’язку між виборчими циклами в США та відповідно впливу на реалізацію зовнішньої політики країн Європи є як ніколи актуальним та затребуваним. Проблемна ситуація на сьогодні полягає в тому, що сучасний світоустрій характеризується низкою глобальних трансформаційних змін. І враховуючи той факт, що США є провідним світовим гравцем, розуміння впливу виборчих циклів США дозволить сформувати об’єктивне бачення подальшого розвитку світових міжнародних процесів. А враховуючи те, що результати виборів в США можуть бути непередбачуваними, засновуючись вже на історичних фактах особливостей зміни виборчих циклів, можна спробувати передбачити подальший розвиток зовнішньої політики країн Європи.

EN : Relevance of the study: The end of the term of one US president, forecasts and prospects for the election of another US president always attract the attention of the entire civilized world. Because it is no secret that a number of international processes depend on the head of the White House and the implementation of his state policy. Given the fact that the US is a leading country in many indicators and has repeatedly demonstrated its hegemonic capabilities, global political trends and moods in the world will depend on the political intentions of the US president. The implementation of foreign policy by European countries is no exception. As has historically been the case, especially after the end of World War II, European countries and the US most often position themselves as ideologically close countries. After all, their key values ​​are liberalism, democracy, security, and they are also united by joint participation in a number of alliances, among which the military-political alliance NATO plays a leading role. A clear understanding of the dependence on the election cycles observed in the USA allows us to predict possible situations of further development of relations between countries. Therefore, the calculation of the features of the US election cycles and their impact on the implementation of the foreign policy of European countries allows us to track the trends and dynamics of the development of international relations. Due to the fact that a united Europe is today one of the key political actors in the world, its foreign policy activities are no less important than the changes associated with the election of a new US president. Therefore, the study of the relationship between the election cycles in the USA and, accordingly, the impact on the implementation of the foreign policy of European countries is more relevant and in demand than ever. The problematic situation today is that the modern world order is characterized by a number of global transformational changes. And given the fact that the USA is a leading global player, understanding the impact of the US election cycles will allow us to form an objective vision of the further development of world international processes. And given that the results of the US elections may be unpredictable, based on historical facts of the peculiarities of changing election cycles, we can try to predict the further development of the foreign policy of European countries.
