Abstract

UA : Предмет дослідження: удосконалення державних механізмів соціального захисту населення в Україні. Об’єкт дослідження: державні механізми соціального захисту населення в Україні. Мета роботи – дослідження теоретичних основ удосконалення механізмів державного регулювання соціального захисту населення в Україні. У роботі проаналізовано основні концептуальні підходи до соціального захисту населення, визначено його роль та значення в сучасному українському суспільстві; досліджено нормативно-правові основи системи соціального захисту в Україні; вивчено організаційно-економічні аспекти функціонування системи соціального захисту в державі, зокрема в контексті соціальної політики на місцевому рівні. Особливу увагу приділено аналізу ефективності соціальних програм у Запорізькій області та вивченню європейського досвіду реформування соціального захисту. Окремим напрямом дослідження є підвищення ефективності управлінських практик у сфері соціального захисту, зокрема через удосконалення інструментів моніторингу та оцінки ефективності витрат на соціальні потреби. Враховуючи досвід зарубіжних країн, запропоновано рекомендації щодо вдосконалення політики соціального захисту для ветеранів та їхніх сімей. Для досягнення мети в роботі було розглянуто напрямки соціальної політики в області соціального захисту населення в Україні; досліджено нормативно-правові основи соціального захисту населення; проаналізовано організаційно-економічні аспекти соціального захисту населення в Україні; досліджено систему організації соціального захисту населення; проаналізовано ефективність соціального захисту населення в Запорізькій області; вивчено європейський досвід реформування системи соціального захисту населення; визначено ефективність управління системою соціального захисту населення; визначено шляхи вдосконалення державних механізмів соціального захисту населення в Україні.

EN : Subject of research: improvement of state mechanisms of social protection of the population in Ukraine. Object of research: state mechanisms of social protection of the population in Ukraine. The purpose of the work is to study the theoretical foundations for improving the mechanisms of state regulation of social protection of the population in Ukraine. Research methods. The paper analyzes the main conceptual approaches to social protection of the population, identifies its role and significance in modern Ukrainian society; the regulatory and legal foundations of the social protection system in Ukraine are studied; the organizational and economic aspects of the functioning of the social protection system in the state, in particular in the context of social policy at the local level, are studied. Particular attention is paid to the analysis of the effectiveness of social programs in the Zaporizhzhia region and the study of the European experience in reforming social protection. A separate area of research is to increase the efficiency of management practices in the field of social protection, in particular through the improvement of tools for monitoring and evaluating the effectiveness of expenditures on social needs. Taking into account the experience of foreign countries, recommendations for improving the social protection policy for veterans and their families are proposed. To achieve the goal, the work has considered the directions of social policy in the field of social protection of the population in Ukraine.; has examined the regulatory and legal framework of social protection of the population; has analyzed the organizational and economic aspects of social protection of the population in Ukraine; has examined the system of organizing social protection of the population; has analyzed the effectiveness of social protection of the population in the Zaporizhzhia region; has studied the European experience of reforming the social protection system of the population; has determined the effectiveness of management of the social protection system of the population; has identified ways to improve state mechanisms of social protection of the population in Ukraine.
