Abstract

UA : Кваліфікаційна робота викладена на 126 сторінках друкованого тексту, містить 10 таблиць, 5 рисунків, 1 додаток. Перелік посилань включає 107 джерел, з них 14 іноземною мовою. Об’єктом дослідження є система управління персоналом комунального підприємства теплоенергетичної галузі. Предметом дослідження є економічні механізми управління персоналом та напрями підвищення ефективності роботи з кадрами на прикладі Концерну «Міські теплові мережі». Метою кваліфікаційної роботи є обґрунтування теоретичних засад і розроблення практичних рекомендацій щодо підвищення ефективності управління персоналом Концерну «Міські теплові мережі» з урахуванням специфіки підприємства критичної інфраструктури та умов воєнного стану. Для досягнення мети в роботі проаналізовано економічні механізми управління персоналом і сучасні тенденції розвитку HR-систем у комунальних підприємствах. Проведено оцінку кадрового потенціалу та організаційної структури підприємства, визначено проблемні аспекти управління персоналом і напрями їх удосконалення в умовах воєнного стану. У дослідженні використано аналіз наукових і нормативно-правових джерел, статистичних, кадрових і фінансових даних, а також методи порівняльного аналізу та анкетування. За результатами роботи сформульовано практичні рекомендації щодо вдосконалення системи управління персоналом, підвищення мотивації та кадрової стійкості для забезпечення стабільної роботи Концерну «Міські теплові мережі».

The object of the research is the personnel management system of a municipal enterprise in the heat energy sector. The subject of the research is the economic mechanisms of personnel management and the directions for improving workforce efficiency, using the case of Concern «MisciTeploviMerezhi». The purpose of the qualification paper is to substantiate the theoretical foundations and to develop practical recommendations aimed at improving the efficiency of personnel management at the Municipal Enterprise Concern «MisciTeploviMerezhi», taking into account the specific nature of a critical infrastructure enterprise and the conditions of martial law. To achieve this purpose, the paper analyzes economic mechanisms of personnel management, their role in ensuring organizational effectiveness, as well as current trends in the development of HR systems in municipal enterprises and relevant international experience. An assessment of the human resources potential and the organizational structure of the enterprise is conducted, allowing for the identification of key problem areas in personnel management and the determination of priority directions for their improvement under martial law conditions. The research methodology is based on the analysis and generalization of scientific publications and regulatory legal acts, as well as the processing of statistical, personnel, and financial data of the enterprise. In addition, comparative analysis and survey methods are applied to ensure the validity, reliability, and comprehensiveness of the research findings. Based on the results of the study, practical recommendations are formulated to improve the personnel management system, enhance employee motivation, and strengthen workforce resilience. The implementation of the proposed measures is expected to contribute to the stable and sustainable operation of the Municipal Enterprise Concern «MisciTeploviMerezhi», as well as to improving the quality and continuity of heat supply services under conditions of increased socio-economic and security challenges.
