Формування ефективної системи управління соціальним захистом населення регіону

Abstract

UA : Кваліфікаційна робота: 110 с., 64 джерела, 3 додатки. Об’єкт дослідження: система управління соціальним захистом населення регіону. Предмет дослідження – процеси та механізми формування ефективної системи управління соціальним захистом населення регіону. Мета дослідження – розробка соціальних та організаційних механізмів удосконалення системи управління соціальним захистом населення регіону. Гіпотеза дослідження: для формування ефективної системи управління соціальним захистом населення на регіональному рівні необхідно враховувати фактори соціально-економічні, демографічні, географічні, рівень економічного розвитку регіону та розвитку його соціальної інфраструктури, територіальну віддаленість від центру тощо. Ефективність формування системи управління соціальним захистом населення в регіоні характеризується загальними та конкретними критеріями, які реалізуються через показники, для об’єктивності яких враховуються як характер реалізації державних програм, так і специфіка регіону. Методи: загальнонаукові методи дослідження, як спостереження, вимірювання, порівняння, аналіз, синтез, формалізація та ін.; а також такі конкретно-наукові методи емпіричної соціології, як експертне опитування у формі інтерв’ю, напівформалізоване інтерв’ю та якісний аналіз документів. Практичне значення роботи полягає у застосуванні результатів емпіричного дослідження та соціального механізму, соціальної технології щодо вдосконалення системи управління соціальним захистом у регіоні з метою збалансованого розвитку регіону. EN : The qualification work consists of an introduction, 3 sections, findings, a list of references (64 items), 3 appendixes on 13 pages. The qualification work volume is 110 pages, 83 of them – main text. The object of the research is the management system of social protection of the population of the region. The subject of the study is the processes and mechanisms of forming an effective management system of social protection of the population of the region. The purpose of the research is to develop social and organizational mechanisms for improving the management system of social protection of the region’s population. The tasks of the qualification work: 1) conduct a sociological analysis and develop a concept for the formation of an effective management system from the standpoint of providing it with a new scientific interpretation in the context of social protection of the population of the region; 2) conduct an empirical study to identify assessments of the formation of a social protection management system for the population of the region; 3) substantiate the principles and tools for creating a social mechanism for the formation of an effective social protection management system for the population of the region; 4) develop the basic provisions of the social technology for the formation of an effective social protection management system for the population of the region. Research hypothesis: for the formation of an effective management system of social protection of the population at the regional level, it is necessary to take into account socio-economic, demographic, geographical factors, the level of economic development of the region and the development of its social infrastructure, territorial distance from the center, etc. The effectiveness of the formation of the management system of social protection of the population in the region is characterized by general and specific criteria, which are implemented through indicators, for the objectivity of which both the nature of the implementation of state programs and the specifics of the region are taken into account. The following methods were used to perform the tasks: general scientific research methods, such as observation, measurement, comparison, analysis, synthesis, formalization, etc.; as well as concrete-scientific methods of empirical sociology, such as an expert survey in the form of an interview, a semi-formalized interview, and a qualitative analysis of documents. The practical significance of the work lies in the application of the results of empirical research and social mechanism, social technology to improve the management system of social protection in the region for the purpose of balanced development of the region.
