Проектування організаційної структури органів державної влади

Abstract

UA : Мета дослідження: аналіз існуючих механізмів і форм проєктування організаційної структури державного органу влади задля визначення подальших шляхів розвитку цієї діяльності. Об’єкт дослідження: організаційна структура державного органу влади. Предмет дослідження: процес проєктування організаційної структури державного органу влади. Методи дослідження: дослідження базується на об’єктивному та системному підході, історичному аналізі та використанні структурно функціонального аналізу та порівняльного узагальнення. Гіпотеза: ефективність функціонуванння державного органу влади підвищується завдяки використанню адаптивної моделі проєктування його організаційної структури на засадах гнучкості, чіткого визначення повноважень, розподілу відповідальності, координації та комунікацій між всіма стейкхолдерами (тобто зацікавленими сторонами) організаційно-проєктного процесу. Висновки: 1. Наукова література пропонує численні підходи до проєктування державних органів влади, включаючи класичний та процесний, а також підходи Кельзена і Сарторі, з акцентом на системний аналіз тенденцій за допомогою порівняльного та структурно-функціонального аналізу. 2. Проєктування державних органів влади в Україні базується на конституційних принципах і використовує різні моделі та методи для аналізу структур управління. 3. Оцінка організаційних структур в Україні виявила проблеми з повноваженнями, які функціональне обстеження допомагає вирішити, підвищуючи ефективність державних органів.

EN : The purpose of the study: analysis of existing mechanisms and forms of designing the organisational structure of a public authority to identify further ways to develop this activity. Object of research: the organisational structure of a public authority. Subject of research: the process of designing the organisational structure of a public authority. Research methods: an analysis, objectivity, historicism, systematicity, ascent from the abstract to the concrete, structural and functional analysis. The novelty of the study: the analysis of the effectiveness of the organisational structure of a public authority under martial law. Hypothesis: The effectiveness of a public authority is enhanced through the use of an adaptive model for designing its organisational structure based on flexibility, clear definition of powers, distribution of responsibilities, coordination and communication between all stakeholders (i.e., stakeholders) in the organisational and project process. Conclusions: 1. The scientific literature offers numerous approaches to the design of public authorities, including the classical and process approaches, as well as the Kelsen and Sartori approaches, with an emphasis on systemic trend analysis through comparative and structural-functional analysis. 2. Public administration design in Ukraine is based on constitutional principles and uses various models and methods to analyse governance structures. 3. The assessment of organisational structures in Ukraine has revealed problems with powers, which the functional review helps to resolve, increasing the effectiveness of public authorities.
