Організація соціального обслуговування в релокованих територіальних громадах Луганської області

Abstract

UA : Мета дослідження: комплексне вивчення особливостей організації соціального обслуговування в релокованих територіальних громадах Луганської області, теоретичне обґрунтування його специфіки та розробка практичних рекомендацій щодо підвищення ефективності діяльності соціальних закладів у сучасних умовах. Об’єкт дослідження: є система соціального обслуговування в релокованих територіальних громадах. Предмет дослідження: організація соціального обслуговування в релокованих громадах Луганської області в умовах воєнного стану. Методи дослідження: діагностика тестуванням, аналіз, узагальнення, конкретизація, систематизація, аналіз документів. Гіпотеза: Реалізація людиноцентричного підходу, міжсекторального партнерства та орієнтації на відновлення соціальної спроможності особи й громади, здатна створити передумови для формування адаптивної та стійкої системи соціальних послуг, яка зможе ефективно реагувати на виклики воєнного часу та забезпечувати перспективи сталого розвитку громад. Висновки: 1. В умовах релокації соціальне обслуговування перестає бути лише механізмом надання допомоги окремим категоріям населення і перетворюється на стратегічний інструмент забезпечення соціальної стабільності, збереження людського потенціалу та підтримки життєздатності громади загалом. 2. Підвищення ефективності організації соціального обслуговування в релокованих громадах є стратегічним завданням, від якого залежить не лише рівень соціального захисту населення, а й перспективи сталого розвитку громад у післявоєнний період.

EN : Purpose of the study: to conduct a comprehensive examination of the specific features of the organization of social services in relocated territorial communities of the Luhansk region, to provide a theoretical justification of its specificity, and to develop practical recommendations for improving the effectiveness of social institutions under contemporary conditions. Object of the study: the system of social services in relocated territorial communities. Subject of the study: the organization of social services in relocated communities of the Luhansk region under martial law conditions. Research methods: diagnostic testing, analysis, generalization, specification, systematization, and document analysis. Hypothesis:The implementation of a person-centered approach, crosssectoral partnerships, and a focus on restoring the social capacity of individuals and communities can create the prerequisites for forming an adaptive and resilient system of social services, capable of effectively responding to wartime challenges and ensuring prospects for sustainable community development. Conclusions: 1.Under conditions of relocation, social services cease to function solely as a mechanism for providing assistance to specific population groups and transform into a strategic instrument for ensuring social stability, preserving human potential, and maintaining the overall viability of the community. 2. Improving the effectiveness of the organization of social services in relocated communities is a strategic task, as it determines not only the level of social protection of the population but also the prospects for sustainable community development in the post-war period.
