Політична стабільність як фактор формування національної стійкості України

Abstract

UA : Політична практика показує, що навіть найстабільніші на даний момент держави повинні дбати про підтримку своєї стабільності, аналізуючи та коригуючи державну політику і систему управління. Завдяки цьому держава зможе відповісти на будь-які виклики, які несподівано виникають перед нею. У сучасних умовах глобальної нестабільності та зовнішніх викликів, що постають перед Україною за останній час, особливого значення набуває питання формування національної стійкості. Даний процес охоплює комплекс політичних, економічних, соціальних та безпекових чинників, серед яких важливе місце посідає політична стабільність. Саме стабільне політичне середовище забезпечує передбачуваність державної політики, ефективне функціонування інституцій, зміцнення довіри громадян до влади та згуртованість суспільства перед загрозами. Україна, з огляду на свій геополітичний контекст, досвід війни з Російською Федерацією та внутрішньополітичні трансформації, потребує сталих механізмів управління, які здатні забезпечити стійкість держави в умовах тривалого стресу. Політична стабільність у цьому контексті виступає не лише як запорука ефективного державного управління, а й як важливий чинник збереження суверенітету, територіальної цілісності та національної єдності. Проблемна ситуація полягає у поясненні такого факту: попри те, що війна Росії проти України негативно вплинула на розвиток політичної системи нашої країни, посиливши певні ризики, у той же час кризова ситуація сприяла зміцненню єдності українського суспільства, легітимності влади та національній стійкості. Отже, пояснення феномену національної стійкості України в умовах війни через призму політичної стабільності є важливим науковим завданням. Саме тому актуальність теми кваліфікаційної роботи магістра полягає у тому, що у даному дослідженні розглядається роль політичної стабільності як одного з ключових елементів у формуванні національної стійкості України, а також аналізуються виклики та можливості, що постають у процесі її досягнення.

EN : Political practice shows that even the most stable states at the moment must take care of maintaining their stability by analyzing and adjusting state policy and the system of governance. Thanks to this, the state will be able to respond to any challenges that unexpectedly arise before it. In the current conditions of global instability and external challenges that Ukraine has been facing recently, the issue of forming national stability is of particular importance. This process covers a complex of political, economic, social and security factors, among which political stability occupies an important place. It is a stable political environment that ensures the predictability of state policy, the effective functioning of institutions, strengthening citizens' trust in government and the cohesion of society in the face of threats. Ukraine, given its geopolitical context, the experience of the war with the Russian Federation and internal political transformations, needs stable governance mechanisms that are able to ensure the stability of the state in conditions of prolonged stress. Political stability in this context acts not only as a guarantee of effective state governance, but also as an important factor in preserving sovereignty, territorial integrity and national unity. The problematic situation consists in explaining the following fact: despite the fact that Russia's war against Ukraine negatively affected the development of the political system of our country, increasing certain risks, at the same time the crisis situation contributed to strengthening the unity of Ukrainian society, the legitimacy of government and national stability. Therefore, explaining the phenomenon of national stability of Ukraine in conditions of war through the prism of political stability is an important scientific task. That is why the relevance of the topic of the master's qualification work lies in the fact that this study considers the role of political stability as one of the key elements in the formation of national stability of Ukraine, and also analyzes the challenges and opportunities that arise in the process of achieving it.
