Особливості геополітики країн Азії в умовах кризи системи глобальної безпеки

Abstract

UA : Актуальність теми дослідження зумовлена тим, що Азійський регіон постає як своєрідна геополітична цілісність, формування якої зумовлене низкою чинників: географічним розташуванням, спільним історичним минулим, тісними економічними зв’язками, етнокультурною і релігійною спорідненістю народів, що населяють цей регіон. В умовах поліцентричної структури сучасного світового порядку держави Азії, незважаючи на змагання за збереження державності та соціально-економічний поступ, мають спільні інтереси. До таких належать укріплення суверенітету, забезпечення національної безпеки, вирішення гострих соціально-економічних проблем. Разом з тим, кожна держава регіону характеризується своєрідністю політичного розвитку та унікальною внутрішньою динамікою. Вибрані ними моделі політичної організації відрізняються за характером і рівнем демократизації: від авторитарних чи посткомуністичних президентських систем до політичних утворень, що наближаються до демократичних зразків. Найбільш складний етап становлення національної державності держави даного регіону, як правило, вже подолали. На початку XXI століття, до моменту оксамитових революцій у деяких пострадянських країнах (наприклад, у Киргизстані), намітилися ознаки поступової стабілізації соціально-економічної ситуації та внутрішньополітичного клімату. Проте, цей регіон залишається вразливим до різноманітних ризиків, що мають як внутрішню, так і зовнішню природу. Їх виникнення значною мірою обумовлене тоталітарним спадком радянської доби, адаптованим до локального контексту. Проблемна ситуація полягає в тому, що сучасні геополітичні процеси Азійського регіону – це складний та динамічний процес, де географічні чинники, економічні інтереси, та політичні амбіції впливають на взаємодію між країнами регіону та з рештою світу. Основними гравцями в цьому є Китай, Японія, Південна та Північна Корея. Наразі дані країни зазнають найбільш динамічних змін.

EN : The relevance of the research topic is due to the fact that the Asian region appears as a kind of geopolitical integrity, the formation of which is determined by a number of factors: geographical location, common historical past, close economic ties, ethnocultural and religious kinship of the peoples inhabiting this region. In the conditions of the polycentric structure of the modern world order, the states of Asia, despite the competition for the preservation of statehood and socio-economic progress, have common interests. These include strengthening sovereignty, ensuring national security, solving acute socio-economic problems. At the same time, each state of the region is characterized by a peculiarity of political development and unique internal dynamics. The models of political organization chosen by them differ in nature and level of democratization: from authoritarian or post-communist presidential systems to political formations approaching democratic models. The most difficult stage of the formation of national statehood of the state of this region, as a rule, has already been overcome. At the beginning of the 21st century, by the time of the Velvet Revolutions in some post-Soviet countries (for example, in Kyrgyzstan), there were signs of gradual stabilization of the socio-economic situation and internal political climate. However, this region remains vulnerable to various risks of both internal and external nature. Their emergence is largely due to the totalitarian legacy of the Soviet era, adapted to the local context. The problematic situation is that modern geopolitical processes in the Asian region are a complex and dynamic process, where geographical factors, economic interests, and political ambitions influence the interaction between the countries of the region and with the rest of the world. The main players in this are China, Japan, South and North Korea. Currently, these countries are undergoing the most dynamic changes.
