Технології пропаганди у формуванні інформаційної політики держави в умовах війни

Abstract

UA : Актуальність дослідження обумовлена тим, що інформаційна безпека є важливою сферою діяльності в контексті національної безпеки держави. В сучасному глобально-інформаційному світі контроль над комунікаційними ресурсами та каналами може виступати інструментом маніпуляції та впливу. Тому аналіз політичної пропаганди як головної загрози для інформаційної сфери держави є одним із важливих завдань для національної безпеки. Політична пропаганда є одним із досить потужних та довгострокових маніпулятивних інструментів, особливо в контексті гібридних засобів впливу. Україна стала жертвою гібридного впливу зі сторони Російської Федерації ще після подій Революції гідності, анексії Криму та присутності на Донбасі, що призвело до створення двох псевдо-республік ЛНР та ДНР. Напрацьована роками пропаганда режиму Кремля справді привела до повномасштабного вторгнення 24 лютого 2022 року. Воєнна пропаганда РФ несе досить серйозний вплив як на населення самої Росії, так й на українців, що залишаються на тимчасово окупованих територіях та не мають інформаційної альтернативи окрім ЗМІ, що контрольовані РФ. Також систематичні кампанії щодо деморалізації цивільного населення України та військових є досить серйозною загрозою для інформаційної безпеки держави та певною мірою актуалізують питання, щодо дослідження політичної пропаганди, що загалом в подальшій роботі допоможе описати нову концепцію та вектори інформаційної політики України Проблемна ситуація полягає у забезпеченні та виробленні ефективної стратегії для інформаційної політики за умов специфіки воєнних дій.

EN : The relevance of the study is due to the fact that information security is an important area of ​​activity in the context of the national security of the state. In the modern global information world, control over communication resources and channels can act as a tool of manipulation and influence. Therefore, the analysis of political propaganda as the main threat to the information sphere of the state is one of the important tasks for national security. Political propaganda is one of the rather powerful and long-term manipulative tools, especially in the context of hybrid means of influence. Ukraine became a victim of hybrid influence from the Russian Federation after the events of the Revolution of Dignity, the annexation of Crimea and the presence in Donbas, which led to the creation of two pseudo-republics of the LPR and the DPR. The propaganda of the Kremlin regime, developed over the years, really led to a full-scale invasion on February 24, 2022. The Russian Federation's military propaganda has a rather serious impact on both the population of Russia itself and on Ukrainians who remain in the temporarily occupied territories and have no information alternative except for the media controlled by the Russian Federation. Also, systematic campaigns to demoralize the civilian population of Ukraine and the military are a rather serious threat to the information security of the state and to some extent actualize the issue of studying political propaganda, which in general will help in further work to describe a new concept and vectors of Ukraine's information policy. The problem situation is to ensure and develop an effective strategy for information policy under the specifics of military operations.
