Abstract
Object of research: management processes regarding the foreign economic activity of Metinvest Group under martial law and transport-infrastructure constraints. Subject of research: the set of theoretical foundations, analytical methods, and practical tools for minimizing foreign economic and logistics risks for Metinvest Group. Objective of research: theoretical and methodological substantiation and the development of practical recommendations for improving the foreign economic risk management system of Metinvest Group amidst wartime threats and logistics constraints. Research methods: the dialectical method, the ascent from the abstract to the concrete, systems and comparative analysis, horizontal and vertical financial analysis, ratio analysis, strategic positioning methods, analytical assessment of risk priorities, economic-mathematical modeling, and the evaluation of investment payback. The study examines the economic nature of risks associated with the foreign economic activity of mining and metallurgical enterprises, systematizes their classification criteria, and demonstrates the dominant impact of uncontrollable exogenous factors stemming from the wartime environment on the operational resilience of exporters. International experience regarding the adaptation of supply chains within multinational metallurgical corporations is summarized; this approach is based on the spatial diversification of assets, the establishment of consolidation hubs in neutral ports, and flexible contract management. A comprehensive diagnostic assessment of the production, sales, and financial-economic activities of the Metinvest B.V. holding company was conducted. Using PEST and SWOT matrices, critical logistical gaps were identified, stemming from the redirection of cargo flows toward land-based border crossings—where high transportation costs render the export of raw materials unprofitable—while the Black Sea corridor necessitates security guarantees against military threats. A set of interconnected measures to enhance the holding’s market resilience has been substantiated. A multimodal logistics network model is proposed, which includes the construction of a land-based transshipment terminal at the Mostyska-2 hub (with an annual capacity of 3.0 million tonnes), the leasing of 600 open-top rail wagons for the European gauge, and the establishment of a corporate war-risk insurance pool for the bulk carrier fleet. The economic necessity of reorienting beneficiation facilities toward the production of premium direct-reduction iron (DRI) pellets—with an iron content of 67.5%—is demonstrated; this shift mitigates regulatory risks associated with the European Carbon Border Adjustment Mechanism (CBAM), which could otherwise amount to over €306 million annually.
