Геополітичний код Європи в умовах нових зовнішньополітичних викликів

Abstract

UA : Актуальність геополітичного коду Європи обумовлена необхідністю переосмислення традиційних зовнішньополітичних стратегій у контексті стрімких глобальних змін та зростання нових зовнішньополітичних викликів, загостренням міжнародної конкуренції в останнє десятиліття та необхідності системного осмислення геостратегічних принципів Європи. Сучасний геополітичний код Європи, як система ціннісних, стратегічних та ідеологічних орієнтирів, більше не відповідає вимогам сучасної геополітичної реальності. Зі збільшенням таких загроз як інформаційні війни, терористичні загрози, міграційні кризи, енергетична нестабільність, традиційні підходи виявляються недостатніми для забезпечення безпеки та стабільності регіону. Проте, відсутність єдиної позиції у визначенні зовнішньополітичних пріоритетів між країнами Європи вимагає сутнісної модернізації геополітичного коду. Переоцінка геополітичного фундаменту Європейського Союзу та Європи загалом має посилити репрезентативність та стратегічну автономію континенту, щоб він міг більш ефективно реагувати на поточні виклики. Систематичні недоліки чинної Європейської зовнішньополітичної стратегії актуалізують необхідність переосмислення країнами Європи власних цінностей та інтересів на міжнародній арені. З початком інтенсифікації зовнішніх викликів, Європа має обрати свій вектор розвитку, що має вплинути зокрема й на політичний клімат в Україні як частини Європейської цивілізації та співзалежного політичного суб’єкта. Європейський Союз став вразливим до глобальної війни. Так, війна в Україні продемонструвала, що країни Західної Європи не готові до сприйняття загрози великої світової війни, а систематичне нагромадження внутрішньополітичних проблем та залежність від НАТО роблять ЄС, як самостійного геополітичного суб’єкта, безпорадним перед новими геополітичними викликами та зростальними геополітичними амбіціями Російської Федерації. З огляду на ці фактори, для сучасної Європи є нагальним суттєвий перегляд власних геостратегічних пріоритетів з урахуванням усіх наявних можливостей та деконструкція власного геополітичного коду для зміцнення своєї суб’єктності. Проблемна ситуація полягає в тому, що сучасний європейський геополітичний код не відповідає вимогам актуальних зовнішньополітичних викликів. Протягом тривалого часу європейські держави покладалися на традиційні зовнішньополітичні стратегії, засновані на усталених підходах до безпеки та співробітництва. Однак, в умовах нових загроз наявний геополітичний код вже не відповідає вимогам сьогодення та загрожує безпеці Європи. Загострення міжнародної конкуренції оголюють вразливі місця у європейському геополітичному коді, котрі допоміжно загострюються окремими європейськими державами, що намагаються впроваджувати власні моделі адаптації. А це призводить до фрагментації загальної стратегії та перешкоджає формуванню єдиної відповіді на нові виклики.

EN : The relevance of the geopolitical code of Europe is due to the need to rethink traditional foreign policy strategies in the context of rapid global changes and the growth of new foreign policy challenges, the intensification of international competition in the last decade and the need for a systematic understanding of the geostrategic principles of Europe. The modern geopolitical code of Europe, as a system of value, strategic and ideological guidelines, no longer meets the requirements of modern geopolitical reality. With the increase in threats such as information wars, terrorist threats, migration crises, energy instability, traditional approaches are proving insufficient to ensure the security and stability of the region. However, the lack of a single position in determining foreign policy priorities between European countries requires a substantial modernization of the geopolitical code. A reappraisal of the geopolitical foundation of the European Union and Europe in general should strengthen the representativeness and strategic autonomy of the continent so that it can respond more effectively to current challenges. The systematic shortcomings of the current European foreign policy strategy highlight the need for European countries to rethink their own values ​​and interests in the international arena. With the beginning of the intensification of external challenges, Europe must choose its development vector, which should affect, in particular, the political climate in Ukraine as part of European civilization and a codependent political entity. The European Union has become vulnerable to global war. Thus, the war in Ukraine demonstrated that the countries of Western Europe are not ready to perceive the threat of a major world war, and the systematic accumulation of domestic political problems and dependence on NATO make the EU, as an independent geopolitical entity, helpless in the face of new geopolitical challenges and the growing geopolitical ambitions of the Russian Federation. Given these factors, it is urgent for modern Europe to significantly revise its own geostrategic priorities, taking into account all available opportunities, and deconstruct its own geopolitical code in order to strengthen its subjectivity. The problem is that the modern European geopolitical code does not meet the requirements of current foreign policy challenges. For a long time, European states relied on traditional foreign policy strategies based on established approaches to security and cooperation. However, in the face of new threats, the existing geopolitical code no longer meets the requirements of today and threatens the security of Europe. Intensification of international competition exposes vulnerabilities in the European geopolitical code, which are further exacerbated by individual European states trying to implement their own adaptation models. And this leads to fragmentation of the overall strategy and prevents the formation of a unified response to new challenges.
