Роль цифровізації в державному управлінні України

Abstract

UA : Актуальність дослідження даної роботи зумовлена тим фактом, що в умовах глобальних трансформацій, перед кожною країною яка прагне займати передові позицій розвитку процес цифровізації є одним із основних двигунів розвитку економіку та демократизація управління державою. Ті завдання та виклики, які стоять перед Україною майже 5 років ставлять перед владою низку завдань, які так чи інакше стосуються саме впровадження цифровізації у процес управління державою. Через те що, як в цілому в світі, так і в Україні, прослідковується процес масової інформатизації, який впливає на усі сфери життя, виникає запит на трансформування особливостей комунікації між державою та суспільством. Дані зміни сприяють актуалізації питання розробки сучасних механізмів управління державою на засадах цифровізації. Враховуючи той факт, що процес цифровізації має тотальний та масований характер, змін зазнає як процес державного управління, так і місцевого самоврядування. Тому, в контексті даних змін, органи влади будь-якого рівня становляться постачальником послуг, тим самим формують новий тип держави – «сервісна держава». В контексті збільшення ролі цифровізації, перед усіма представниками влади стоїть завдання у пристосуванні до викликів цифровізації, адаптації даних технологій до суспільно-політичних викликів та поступовому впровадженню даних технологічних можливостей у суспільство. Процес цифровізації не оминає і можливості посилення впливу з боку громадськості на процеси управління держави. Електронне врядування, петиції, та інші цифрові механізми трансформують роль суспільства у відносинах у вертикалі «влада-суспільства», тим самим посилюють роль демократії та формують особливості електронної демократії. Пандемія коронавірусу, повномасштабне вторгнення та к наслідок впровадження воєнного стану зумовили посилити роль процесу цифровізації в управлінні державою. Актуальність дослідження даної теми зумовлена тим, що на сьогодні багато науковців, представників різних сфер, займаються

дослідженням особливостей впливу та загалом ролі цифровізації на управління державою. Серед закордонних дослідників можна відмітити : Дауб М., Домеєр А., Кавад Р. Т., Касім Н. Х., Клер Ю., Лундквіст М., Міллард Дж., Найєф Д.М., Омар С. С., Пен Б., Шумейкер Е та ін. Серед вітчизняних науковців варто виокремити: Алієв А., Бородін Є., Демошенко Г., Лопушинський І., Малий І., Наумик А. С., Піскоха Н., Сімаков, К., Соснін О., Трещов М. М., Фостолович В.А., Цедік М. та ін. Дослідник досліджують концептуальну роль цифровізації в системі управління держави, її особливості на можливості розвитку управління державою, переваги, недоліки, перспективи та виклики Проблемна ситуація: В умовах повномасштабного вторгнення існує низка соціальних, політичних та економічних викликів, та численних запитів на трансформацію управління державою. Проблемна ситуація полягає у тому, що існує певна невідповідність сподівань та реальних можливостей та кроків щодо ефективного впровадження механізму цифровізації в процес управління державою в Україні.

EN : The relevance of the study of this work is due to the fact that in the context of global transformations, for every country that strives to occupy the leading positions in development, the process of digitalization is one of the main engines of economic development and democratization of state governance. The tasks and challenges that Ukraine has been facing for almost 5 years have posed a number of tasks to the authorities, which in one way or another relate to the implementation of digitalization in the process of state governance. Due to the fact that, both in the world as a whole and in Ukraine, a process of mass informatization is being observed, which affects all spheres of life, there is a demand for transforming the features of communication between the state and society. These changes contribute to the actualization of the issue of developing modern mechanisms of state governance on the principles of digitalization. Given the fact that the process of digitalization is total and massive in nature, both the process of state governance and local self-government are undergoing changes. Therefore, in the context of these changes, authorities of any level become a provider of services, thereby forming a new type of state - a "service state". In the context of the increasing role of digitalization, all representatives of the authorities are faced with the task of adapting to the challenges of digitalization, adapting these technologies to socio-political challenges and gradually introducing these technological capabilities into society. The process of digitalization does not bypass the possibility of increasing the influence of the public on the processes of state governance. E-government, petitions, and other digital mechanisms transform the role of society in relations in the vertical "government-society", thereby strengthening the role of democracy and forming the features of e-democracy. The coronavirus pandemic, the full-scale invasion and the consequent introduction of martial law have led to a strengthening of the role of the digitalization process in state governance. The relevance of research on this topic is due to the fact that today many scientists, representatives of various fields, are engaged in researching the features of the impact and the general role of digitalization on state governance. Among foreign researchers, the following can be noted: Daub M., Domeyer A., ​​Kavad R. T., Kasim N. H., Clare Y., Lundqvist M., Millard J., Nayef D. M., Omar S. S., Pen B., Shoemaker E., etc. Among domestic scientists, it is worth highlighting: Aliyev A., Borodin E., Demoshenko G., Lopushinsky I., Maly I., Naumyk A. S., Piscokha N., Simakov, K., Sosnin O., Treshchov M. M., Fostolovich V. A., Tsedik M., etc. The researcher investigates the conceptual role of digitalization in the state management system, its features on the possibilities of state management development, advantages, disadvantages, prospects and challenges Problematic situation: In conditions of full-scale invasion, there are a number of social, political and economic challenges, and numerous requests for the transformation of state management. The problematic situation is that there is a certain discrepancy between expectations and real opportunities and steps towards the effective implementation of the digitalization mechanism in the process of state governance in Ukraine.
