| dc.description.abstract | UA : Світова система безпеки, що формувалася після 1945 року на засадах Статуту ООН, переживає фазу глибокого структурного зламу, класичні міждержавні загрози поєднуються з асиметричними та «гібридними» викликами, інфопростір стає полем боротьби за довіру громад, а політична конфігурація в Раді Безпеки не завжди дає змогу швидко синхронізувати мандати з реальними спроможностями. На цьому тлі миротворчі операції ООН – інструмент колективної реакції міжнародної спільноти на збройні конфлікти, одночасно зберігають унікальну легітимність і зазнають безпрецедентного тиску, від обмеженого доступу та браку «критичних енейблерів» (авіація для MEDEVAC і маневру, інженерія, C4ISR, протидія БпЛА) до дезінформаційних кампаній, що підривають сприйняття місій місцевими спільнотами. Паралельно формується новий політико-правовий горизонт, ініціатива Генерального секретаря «Дія заради миротворчості» та її прискорювач A4P+, «Новий порядок денний заради миру», ухвалення «Пакту заради майбутнього» із «Всесвітнім цифровим договором», рішення РБ ООН 2719 (2023) щодо підтримки африканських операцій під проводом АС. Усе це виводить дискусію про миротворчість за межі «класики» й фокусу на «кількості шоломів» до питання архітектури – як мережево-модульної, багаторівневої системи, що з’єднує легітимність ООН, спроможності регіональних організацій, гнучкість коаліцій та технологічну основу даних і комунікацій. Власне, ця робота виходить з майданчика сучасної практики ООН і актуальних реформ, а також із конкретних уроків з місій останнього десятиліття і розглядає, яке місце в новітній архітектурі безпеки посідає ООН та які ніші відкриваються для України. Актуальність дослідження зумовлена сукупністю взаємопов’язаних причин. По-перше, стратегічний дефіцит легітимних і водночас ефективних інструментів стабілізації у середовищах «no peace to keep» став хронічним, відсутність згоди ключових сторін, політична фрагментація та криміналізація насильства руйнують традиційні «мости» від припинення вогню до мирних угод. По-друге, мандатна практика останніх років ускладнилася – разом із пріоритетом захисту цивільних і вимогою «усі необхідні засоби» за главою VII – що потребує інакшої тактики та іншого рівня підзвітності. По-третє, цифровізація безпеки різко підвищила значення даних, телемедицини та протидії БпЛА, але одночасно відкрила фронт інформаційної війни проти місій. По-четверте, на тлі повномасштабної агресії Російської Федерації проти України тема багаторівневої та мережевої архітектури безпеки перестає бути суто академічною, вона безпосередньо стосується того, як світ утримує мінімальні стандарти міжнародного правопорядку, оберігає цивільних і підтримує спроможності держав, що стали об’єктом агресії. | uk |
| dc.description.abstract | EN : global security system, which was formed after 1945 on the basis of the UN Charter, is experiencing a phase of deep structural breakdown, classic interstate threats are combined with asymmetric and "hybrid" challenges, the information space is becoming a field of struggle for the trust of communities, and the political configuration in the Security Council does not always allow for a quick synchronization of mandates with real capabilities. Against this background, UN peacekeeping operations are an instrument of the international community's collective response to armed conflicts, while simultaneously retaining unique legitimacy and experiencing unprecedented pressure, from limited access and lack of "critical enablers" (aviation for MEDEVAC and maneuver, engineering, C4ISR, countering UAVs) to disinformation campaigns that undermine the perception of missions by local communities. In parallel, a new political and legal horizon is being formed, the Secretary-General's initiative "Action for Peacekeeping" and its accelerator A4P+, "New Agenda for Peace", the adoption of the "Pact for the Future" with the "Global Digital Compact", UN Security Council resolution 2719 (2023) on supporting African operations led by the AU. All this takes the discussion on peacekeeping beyond the "classics" and the focus on the "number of helmets" to the issue of architecture - as a network-modular, multi-level system that connects the legitimacy of the UN, the capabilities of regional organizations, the flexibility of coalitions and the technological basis of data and communications. Actually, this work comes from the platform of modern UN practice and current reforms, as well as from specific lessons from the missions of the last decade and considers what place the UN occupies in the new security architecture and what niches are opening up for Ukraine. The relevance of the study is due to a combination of interrelated reasons. First, the strategic deficit of legitimate and at the same time effective stabilization tools in “no peace to keep” environments has become chronic, the lack of consent of key parties, political fragmentation and the criminalization of violence are destroying traditional “bridges” from ceasefires to peace agreements. Second, the mandate practice of recent years has become more complicated – together with the priority of protecting civilians and the requirement of “all necessary means” under Chapter VII – which requires different tactics and a different level of accountability. Third, the digitalization of security has dramatically increased the importance of data, telemedicine and countering UAVs, but at the same time opened a front for information warfare against missions. Fourth, against the backdrop of the Russian Federation's full-scale aggression against Ukraine, the topic of multi-level and networked security architecture ceases to be purely academic; it directly concerns how the world maintains minimum standards of international law, protects civilians, and supports the capabilities of states that have become the object of aggression. | uk |
