Самоорганізація населення у системі муніципального управління

Abstract

UA : Кваліфікаційна робота складається з 79 сторінок, 70 позицій у списку літератури. Мета дослідження: визначити публічно-управлінські механізми реалізації потенціалу самоорганізації населення на шляхах формування та поступального розвитку місцевих громад у системі муніципального управління. Об’єкт дослідження: самоорганізація населення у системі муніципального управління. Предмет дослідження: публічно-управлінські механізми самоорганізації населення у системі муніципального управління. Методи дослідження: діалектичний, класифікації, порівняння, узагальнення, систематизації, аналіз документів, аналіз статистичних даних. Гіпотеза: формування дієвих публічно-управлінських механізмів самоорганізації населення ґрунтується на встановленні та реалізації взаємозв’язку між потребами місцевих громад та інтересами органів місцевого самоврядування. Висновки: 1. В Україні не врегульовано питання налагодження ефективної взаємодії між органами самоорганізації населення та органами місцевого самоврядування. 2. Ефективне виконання взятих на себе повноважень та поставлених перед органами самоорганізації населення завдань передбачає налагодження партнерських відносин, ведення діалогу, взаємодію з іншими елементами всієї системи муніципального управління. 3. Реалізація запропонованих напрямів вдосконалення механізмів самоорганізації населення уможливить підвищення ефективності взаємодії громадськості з міською владою в питаннях вирішення актуальних проблем життєдіяльності місцевих громад.

EN : The qualification work consists of 79 pages, 70 items in the bibliography. The purpose of the study: to determine the public management mechanisms for realizing the potential of population self-organization on the ways of formation and progressive development of local communities in the system of municipal management. Object of the study: population self-organization in the system of municipal management. The subject of the study: public management mechanisms of population self- organization in the system of municipal management. Research methods: dialectical, classification, comparison, generalization, systematization, document analysis, statistical data analysis. Hypothesis: the formation of effective public management mechanisms of population self-organization is based on the establishment and implementation of the relationship between the needs of local communities and the interests of local self- government bodies. Conclusions: 1. The issue of establishing effective interaction between the population self-organization entities and local self-government bodies has not been regulated in Ukraine. 2. Effective implementation of the assumed powers and tasks assigned to the population self-organization entities involves the establishment of partnership relations, dialogue, interaction with other elements of the entire system of municipal governance. 3. The implementation of the proposed directions for improving the mechanisms of population self-organization will increase the efficiency of interaction between the public and the city authorities in solving urgent problems of local communities.
