Державне регулювання функціонування Сил територіальної оборони в структурі Збройних сил України

Abstract

UA : Мета дослідження: є формулювання теоретично обґрунтованих висновків щодо державного регулювання функціонування Сил територіальної оборони в структурі Збройних сил України. Об’єкт дослідження: є суспільні відносини щодо функціонування Сил територіальної оборони в структурі Збройних сил України. Предмет дослідження: є державне регулювання функціонування Сил територіальної оборони в структурі Збройних сил України. Методи дослідження: аналіз, синтез, логічний, діалектичний, узагальнення, монографічний, статистичний аналіз, порівняння та узагальнення, абстрактно-логічний метод. Гіпотеза: висвітлити організаційно-правові засади державного регулювання функціонування Сил територіальної оборони в структурі Збройних сил України та охарактеризувати роль Сил територіальної оборони у здійсненні державної політики у сфері національної безпеки і оборони України. Висновки: 1. Сили територіальної оборони Збройних Сил України – окремий рід сил Збройних Сил України, на який покладається організація, підготовка та виконання завдань територіальної оборони. 2. Провідна роль в організації та виконанні завдань територіальної оборони належить Силам територіальної оборони Збройних Сил України. 3. Територіальна оборона ґрунтується на принципах територіальності, масовості, мінімального часу на розгортання та приведення підрозділів територіальної оборони у готовність до дій. 4. Збройні сили України фактично перетворили підрозділи територіальної оборони, в тому числі і добровольчі, у регулярні частини ЗСУ.

EN : The purpose of the study: to formulate theoretically grounded conclusions regarding the state regulation of the functioning of the Territorial Defense Forces in the structure of the Armed Forces of Ukraine. Object of the study: social relations regarding the functioning of the Territorial Defense Forces in the structure of the Armed Forces of Ukraine. The subject of the study: state regulation of the functioning of the Territorial Defense Forces in the structure of the Armed Forces of Ukraine. Research methods: analysis, synthesis, logical, dialectical, generalization, monographic, statistical analysis, comparison and generalization, abstract-logical method. Hypothesis: to clarify the organizational and legal principles of state regulation of the functioning of the Territorial Defense Forces in the structure of the Armed Forces of Ukraine and to characterize the role of the Territorial Defense Forces in the implementation of state policy in the field of national security and defense of Ukraine. Conclusions: 1. Territorial defense forces of the Armed Forces of Ukraine are a separate branch of the Armed Forces of Ukraine, which is responsible for the organization, preparation and execution of territorial defense tasks. 2. The leading role in the organization and execution of territorial defense tasks belongs to the Territorial Defense Forces of the Armed Forces of Ukraine. 3. Territorial defense is based on the principles of territoriality, massiveness, minimum time for deployment and bringing territorial defense units to readiness for action. 4. The Armed Forces of Ukraine have actually transformed territorial defense units, including volunteer units, into regular units of the Armed Forces of Ukraine.
