Фінансовий контроль виконання місцевих бюджетів міських громад Запорізької області

Abstract

UA : Кваліфікаційна робота викладена на 141 сторінці друкованого тексту, містить 53 таблиці, 13 рисунків, 10 додатків. Перелік посилань включає 95 джерел, з них 5 іноземною мовою. Об’єктом дослідження є процес здійснення державного фінансового контролю виконання місцевих бюджетів міських громад Запорізької області. Предметом дослідження є теоретичні, методичні, науково-практичні положення щодо підвищення ефективності державного фінансового контролю виконання місцевих бюджетів. Метою роботи є розвиток науково-теоретичних положень і практичних рекомендацій щодо удосконалення державного фінансового контролю виконання місцевих бюджетів України в сучасних умовах розвитку економіки. Завдання: 1) аналіз теоретичних даних щодо питання державного фінансового контролю; 2) оцінка виконання бюджетів громад Запорізької області; 3) аналіз результатів діяльності Рахункової палати, ДАСУ та ГУ ДПС у Запорізькій області; 4) розробка рекомендацій щодо підвищення ефективності державного фінансового контролю; 5) побудова ефективної системи фінансового контролю за виконанням місцевих бюджетів Запорізької області. Методи досліджень: діалектичний метод пізнання, системний, комплексний та структурно-функціональний підхід, кількісний аналіз, методи дедукції та індукції, аналізу та синтезу. Одержані результати та їх новизна: 1) проведений аналіз виконання місцевих бюджетів Запорізької області та контроль за ним; 2) розроблено рекомендації підвищення ефективності фінансового контролю виконання місцевих бюджетів. Практичне значення одержаних результатів. Пропозиції щодо забезпечення ефективного фінансового контролю за виконанням місцевих бюджетів можуть бути використані в діяльності контролюючих органів.

EN : The work is presented on 141 pages of printed text, contains 53 tables, 13 figures, 10 annex. The list of referеnces includes 95 sources, 5 of them in foreign languages. The object of the study is the process of exercising state financial control over the implementation of local budgets of urban communities in Zaporizhzhia region. The subject of the study is theoretical, methodological, scientific and practical provisions for improving the efficiency of the state financial control over the implementation of local budgets. The purpose of the study is to develop scientific and theoretical provisions and practical recommendations for improving the State financial control over the implementation of local budgets of Ukraine in the current economic environment. To achieve this goal, the author sets the following tasks: to reveal the essence, principles and methods of financial control; to determine the types of financial control; to analyze the implementation of community budgets in Zaporizhzhia region; to analyze the results of the activities of bodies ensuring the state financial control over the implementation of local budgets in Ukraine and Zaporizhzhia region; to identify the problems of the state financial control over the implementation of local budgets; to propose ways to solve the problems of the state financial control over the implementation of local budgets. Methods of research: a systematic approach to the study of economic events and processes. During research performance scientific methods of cognition were used: methods of induction and deduction, terminological analysis and comparison, calculation methods, theoretical generalization; cause-effect relationship methods, abstract-logical method. The results of the study are aimed at assessing and improving the system of derivative financial control over the implementation of local budgets in Zaporizhzhia region. The proposed recommendations for improving the system of state financial control over the implementation of local budgets in Zaporizhzhia region are of practical importance. 6

The results of the study can be used by the state financial control bodies to develop methodological and practical approaches that will allow to form an effective and efficient system of state financial control over the implementation of local budgets.
