Удосконалення механізмів регулювання системи житлово-комунального господарства територіальної громади

Abstract

UA : Мета дослідження: обґрунтувати теоретичні основи і розробити практичні пропозиції щодо удосконалення механізмів регулювання системи житлово-комунального господарства територіальної громади. Об’єкт дослідження: система житлово-комунального господарства. Предмет дослідження: удосконалення механізмів регулювання системи житлово-комунального господарства територіальної громади. Методи дослідження: аналіз, абстрактно-логічний, історичний (при формулювання теоретичних узагальнень і висновків); монографічний; економіко-статистичний аналіз статистичних даних. Висновки: 1. Узагальнено теоретичний зміст інституту комунальної власності і її роль в територіальних громадах. 2. Визначені ключові проблеми механізмів регулювання системи житловокомунального господарства територіальної громади та здійснено аналіз сучасного стану об’єктів ЖКГ України в контексті реформи системи ЖКГ. 3. Сформульовані пропозиції щодо удосконалення фінансового механізму регулювання системи житлово-комунального господарства територіальної громади та доведено мотивуючу роль ОСББ в процесах удосконалення механізмів регулювання системи житлово-комунального господарства територіальної громади Підходи і моделі, що розглядаються у роботі, можуть застосовуватись органами місцевого самоврядування під час управління житлово-комунальним господарством.

EN : The purpose of the study: to substantiate the theoretical foundations and develop practical proposals for improving the mechanisms of regulation of the system of housing and communal services of the territorial community. The object of study: the system of housing and communal economy. The subject of the study: improvement of the mechanisms of regulation of the system of housing and communal services of the territorial community. Research methods: analysis, abstract-logical, historical (when formulating theoretical generalizations and conclusions); monographic; economic and statistical analysis of statistical data. Conclusions: 1. The theoretical content of the institution of communal property and its role in territorial communities is summarized. 2. The key problems of the regulation mechanisms of the housing and communal economy system of the territorial community were identified, and the analysis of the current state of housing and communal services facilities in Ukraine was carried out in the context of the reform of the housing and communal services system. 3. Formulated proposals for improving the financial mechanism for regulating the system of housing and communal services of the territorial community and proved the motivating role of condominiums in the processes of improving the mechanisms of regulating the system of housing and communal services of the territorial community The approaches and models considered in the work can be used by local selfgovernment bodies during the management of housing and communal services.
