Ефективне та дієве формування системи Державного реєстру виборців на місцевому рівні сприяє виведенню виборчого процесу на більш демократичний рівень та взаємозв’язку держави і суспільства, що формує політичну націю. 2. Удосконалення нормативно-правового забезпечення формування системи Державного реєстру виборців підвищить демократичність процедур з організації та порядку проведення виборів. 3. Формування системи Державного реєстру виборців потребує удосконалення відповідності високим світовим стандартам забезпечення демократичності виборчого процесу. 4. Однією з інноваційних форм формування системи Державного реєстру виборців на місцевому рівні є впровадження електронного урядування.
