Лідерство на державній службі в територіальному органі виконавчої влади

Abstract

UA : Мета дослідження: визначити особливості прояву лідерства на державній службі в ТОВВ та запропонувати шляхи вдосконалення розвитку лідерства на державній службі в умовах сучасної України. Об’єкт дослідження: виступає лідерство як наукова міждисциплінарна категорія. Предмет дослідження: лідерство на державній службі в ТОВВ. Методи дослідження: аналіз, синтез, індукція, дедукція, структурно функціональний, аналіз статистичних даних. Новизна дослідження: полягає у спробі власного дослідження особливостей лідерства на державній службі в ТОВВ. Гіпотеза: удосконалення моделі управління персоналом на державній службі в органах виконавчої влади контексті розвитку лідерських якостей державних службовців, підвищення ефективності державного управління. Висновки: 1. Проведено теоретичний аналіз історії лідерства на державній службі, розкрито основні поняття наукової роботи та виявлено принципи та методи дослідження лідерства на державній службі. 2. Лідерство на державній службі це процес виявлення і впровадження стратегій, методів і практик керівництва та управління, спрямованих на досягнення цілей державних установ. Сьогодні кожна країна світу сама визначає компетентності державних службовців, і функції державних службовців залежать від загальної системи врядування. 3. Удосконалення та подальший розвиток груп компетенції лідерства в територіальному органі державної влади, таких як здатність керівників управляти з орієнтацією на результат, управління людськими ресурсами, навички ефективної комунікації і т. д. - є важливим інструментом реформування державної служби.

EN : The purpose of the research: to determine the features of the manifestation of leadership in the public service in the Territorial Executive Authority of executive power and to propose ways of improving the development of leadership in the public service in the conditions of modern Ukraine. The object of the study: leadership as a scientific interdisciplinary category. The subject of the study: leadership in the civil service in the Territorial body of executive power. Research methods: analysis, synthesis, induction, deduction, structural functional, analysis of statistical data. The novelty of the study: it consists of an attempt to conduct an own study of the characteristics of leadership in the civil service in the Territorial executive authority. Hypothesis: improvement of the model of personnel management in the public service in the bodies of executive power in the context of the development of leadership qualities of civil servants, increasing the efficiency of public administration. Conclusions: 1. A theoretical analysis of the history of leadership in the civil service was carried out, the main concepts of scientific work were revealed, and the principles and methods of researching leadership in the civil service were revealed. 2. Leadership in public service is the process of identifying and implementing strategies, methods and practices of leadership and management aimed at achieving the goals of public institutions. Today, every country in the world defines the competencies of civil servants, and the functions of civil servants depend on the general system of governance. 3. Improvement and further development of leadership competence groups in the territorial state authority, such as the ability of managers to manage with a focus on results, human resources management, effective communication skills, etc. - is an important tool for reforming the public service.
