Організація надання соціальних послуг молодим сім'ям

Abstract

UA : Метою роботи є розкриття перспективних напрямів удосконалення організації надання соціальних послуг молодим сім’ям. Об’єктом цієї роботи є сукупність суспільних відносин, що виникають у зв’язку із забезпеченням соціальної підтримки для молодих сімей. Предмет дослідження: форми, шляхи та умови організації надання соціальних послуг молодим сім’ям. Методи дослідження: історичний, аналіз, узагальнення, порівняння, спостереження, синтез. Гіпотеза: соціальна робота з молодою сім’єю буде більш ефективною за умови створення комплексної програми соціальної роботи безпосередньо з молодою сім’єю, а також введення ліцензування діяльності надавачів соціальних послуг зможе покращити ефективність надання соціальних послуг. Висновки: 1. Розкриття перспективних напрямів удосконалення організації надання соціальних послуг молодим сім’ям показало нам, що реформа децентралізації послуг потребує особливої уваги. Сьогоднішні виклики, такі як воєнний стан в Україні через агресію росії, змушують державу зосередитися на оперативному реагуванні, гнучкості прийняття рішень і швидкому внесенні змін до законодавства про соціальні послуги. 2. Розвиток системи соціальних послуг у реальних умовах війни має бути спрямований на визначення соціальних потреб незахищених груп населення, розробку та вдосконалення нормативно-правових, методичних забезпечень надання соціальних послуг в умовах війни, створення організаційних і фінансових механізмів забезпечення соціальних послуг, а також моніторинг і оцінку якості надання соціальних послуг.

EN : The research purpose of the study is to reveal promising areas for improving the organisation of social services for young families. Research object of this work is a set of social relations that arise in connection with the formation, functioning and development of young families. Research subject of the study is the forms of social services provision to young families, ways and conditions for improving the organisation of the relevant activities. Research methods: historical, analysis, generalisation, comparison, observation, synthesis. Research hypothesis: social work with young families will be more effective if a comprehensive programme of social work directly with young families is created, and the introduction of licensing for social service providers will improve the efficiency of social service provision. Conclusions: 1. The identification of promising areas for improving the organisation of social service provision to young families has shown us that the decentralisation reform requires special attention. Current challenges, such as the martial law in Ukraine due to Russian aggression, force the state to focus on rapid response, flexible decision-making and rapid amendments to the legislation on social services. 2. The development of the system of social services in the real conditions of war should be aimed at identifying the social needs of vulnerable groups, developing and improving the regulatory and methodological support for the provision of social services in the conditions of war, creating organisational and financial mechanisms for the provision of social services, as well as monitoring and evaluating the quality of social services.
