Реорганізація імпорту в умовах торгівельних обмежень

Abstract

UA : Актуальність теми «Реорганізація імпорту в умовах торгівельних обмежень» зумовлена різкою зміною зовнішньоторговельних реалій та регуляторною політикою урядів сусідніх держав та низкою нових обмежень, які виникають у торговельній сфері, стосуються як розміру ввізного мита, так і проблеми тарифів, транспортних обмежень, ліцензування імпорту та окремих видів транспортних перевезень, морського ембарго та окремих проявів ворожого впливу, що має на меті знищення української ідентичності та базових галузей промисловості. Метою дослідження кваліфікаційної роботи є пошук оптимального рішення у політиці реорганізації імпорту, тобто пошук альтернативних каналів та джерел постачання необхідної сировини, матеріалів, обладнання та інших важливих предметів та ресурсів. Обʼєкт дослідження кваліфікаційної роботи – імпорт матеріалів продукції з різних напрямків та джерел постачання та походження. Предмет – регулювання імпорту з боку держави та способи розширення діапазону постачання з метою уникнення конкуренції та захисту інтересів. Розглядається теорія та методичні аспекти організації та регулювання імпорту продукції різного змісту та з різних джерел. Механізми регулювання імпорту та експорту розглядаються як ключові аспекти обмежень та скасувань, що примушують підприємства та органи державного регулювання знаходити шляхи альтернативні маршрути постачання продукції, сировини та обладнання на ринок. Ідея дослідження в кваліфікаційній роботі полягає в тому, що при диверсифікації обʼєктів імпорту та збільшення каналів постачання виникає ситуація за якої ціна на імпортні ресурси знижується, якість залишається стандартною та вітчизняний постачальник підтягує власний рівень виробництва та підвищує якість продукту, тим самим піднімаючи рівень захисту споживачів та рівень виробництва вітчизняних конкурентів.

EN : The relevance of the topic "Reorganization of imports in the conditions of trade restrictions" is due to a sharp change in foreign trade realities and the regulatory policy of the governments of neighboring countries and a number of new restrictions that arise in the trade sphere, concerning both the amount of import duty and the problem of tariffs, transport restrictions, import licensing and certain types of transportation, maritime embargo and certain manifestations of hostile influence aimed at destroying Ukrainian identity and basic industries. The purpose of the research of the qualification work is to find the optimal solution in the policy of import reorganization, i.e. the search for alternative channels and sources of supply of the necessary raw materials, materials, equipment and other important items and resources. The object of the qualification work research is the import of production materials from different directions and sources of supply and origin. The subject is the regulation of imports by the state and methods of expanding the range of supplies in order to avoid competition and protect interests. The theory and methodological aspects of the organization and regulation of the import of products of various contents and from various sources are considered. Mechanisms of import and export regulation are considered as key aspects of restrictions and cancellations, forcing enterprises and state regulatory bodies to find alternative routes for supplying products, raw materials and equipment to the market. The idea of the research in the qualification work is that with the diversification of import objects and the increase of supply channels, a situation arises in which the price of imported resources decreases, the quality remains standard, and the domestic supplier raises its own level of production and increases the quality of the product, thereby raising the level of consumer protection and production level of domestic competitors.
