Механізми публічного управління соціально-економічним розвитком територіальних громад монопрофільних міст

Abstract

UA : Мета дослідження: вивчення теоретичних та методичних засад управління розвитком територіальних громад, а також удосконалення соціально-економічного розвитку монопрофільних міст. Об’єкт дослідження: механізми соціально-економічного розвитку місцевих територіальних громад. Предмет дослідження: теоретичні та практичні аспекти вдосконалення організаційного механізму управлінням стратегічного планування соціально економічного розвитку монопрофільних міст. Методи дослідження: аналіз, синтез, індукція, дедукція, структурно функціональний, аналіз статистичних даних. Гіпотеза: Одним із головних завдань соціально-економічного розвитку територіальних громад монопрофільних міст є ефективне муніципальне управління, що стає ефективним завдяки залученню місцевої громади, бізнесу та стимулювання інвестиції в нові та існуючі підприємства. Висновки: 1. Управління територіальною громадою, повинно повноцінно реалізувати загальнодержавну політику на території громади, максимально враховуючи її ресурсний потенціал, особливості суспільної системи та потреби населення громади. 2. Розвиток територіальних громад в умовах децентралізації надає можливості підвищення фінансової спроможності, економічної та інвестиційної привабливості територій. 3. Впровадження довгострокового стратегічного планування розвитку монопрофільних міст є вкрай необхідним для сталого соціально-економічного розвитку та подолання їх монопрофільності.

EN : The aim of the study is to examine the theoretical and methodological foundations of the management of the development of territorial communities and the improvement of the socio-economic development of single-industry towns. The object of study is the mechanisms of social and economic development of local territorial communities. The subject of the study is the theoretical and practical aspects of improvement of the organisational mechanism of management of strategic planning of social and economic development of single-industry towns. Research methods are analysis, synthesis, induction, deduction, structural functional method, and statistical data analysis. Hypothesis: One of the main tasks of the socio-economic development of territorial communities of single-industry towns is effective municipal administration, which becomes effective thanks to the involvement of the local community, business, and stimulation of investments in new and existing enterprises. Conclusions: 1. Management of territorial community should be fully realised by the national policy on the territory of the community, taking into account its resource potential to the full, peculiarities of the social system and needs of people in the community. 2. The development of territorial communities in the conditions of decentralisation is an opportunity to increase the financial capacity, economic and investment attractiveness of territories. 3. The implementation of long-term strategic planning of single-industry towns is extremely necessary for sustainable socio-economic development and overcoming their single-industry character.
