Організація експорту в умовах обмеженої логістики

Abstract

UA : Актуальність теми кваліфікаційної роботи «Організація експорту в умовах обмеженої логістики» зумовлена фактичним станом транспортної блокади українського експорту та імпорту в умовах повномасштабної військової агресії Росії проти народу України та наслідками такої блокади для вітчизняних підприємств експортерів та імпортерів та споживачів-громадян. Мета написання кваліфікаційної роботи – розробити оптимальну схему міжнародних закупівель з урахуванням обмежень в логістиці. Обʼєкт дослідження – умови експорту товарів та послуг в Україні державними та приватними організаціями. Предмет – технології розширення експорнту в Україні. В роботі розглядається теоретичний апарат міжнародної торгівлі, зокрема поняття експорт за формальними правилами із забезпеченням принципів прозорості та відкритості, економності, змагальності та відповідності потребам. Відзначається, що поєднання цих вимог є складним процесом, що потребує нормативного удосконалення, визначається сучасний стан системи експорту в Україні в державному та корпоративному секторах, переваги та недоліки формалізованих підходів та використання он-лайн платформ для роботи. Аналізується сучасний стан економіки та соціальної сфери та проблеми в реалізації контрактів, вплив логістики на імпорт та експорт та динаміку ситуації. Визначено, що неформкальна процедура хоча й підвищує потенційні можливості розпорядників кошті, проте затримує час, пропонується низка рішень для подолання проблем логістики в сфері зовнішньої торгівлі.

EN : The relevance of the topic of the qualification work "Organization of exports in conditions of limited logistics" is due to the actual state of the transport blockade of Ukrainian exports and imports in the conditions of full-scale military aggression of Russia against the people of Ukraine and the consequences of such a blockade for domestic enterprises of exporters and importers and consumer-citizens. The purpose of writing the qualification paper is to develop an optimal scheme for international purchases taking into account the limitations in logistics. The object of the study is the conditions of export of goods and services in Ukraine by state and private organizations. The subject is public procurement technologies in Ukraine. The paper examines the theoretical apparatus of international trade, in particular the concept of "tender" - a publicly conducted procurement procedure according to formal rules, ensuring the principles of transparency and openness, economy, competitiveness and meeting needs. It is noted that the combination of these requirements is a complex process that requires regulatory improvement, the current state of the procurement system in Ukraine in the public and corporate sectors, the advantages and disadvantages of formalized approaches and the use of online platforms for work is determined. The current state of the economy and social sphere and problems in the implementation of contracts, the impact of logistics on import and export, and the dynamics of the situation are analyzed. It was determined that the non-formal procedure, although it increases the potential capabilities of fund managers, delays time, a number of solutions are proposed to overcome logistics problems in the field of foreign trade.
