Організація міжнародних закупівель в умовах обмеженої логістики

Abstract

UA : Актуальність теми кваліфікаційної роботи «Організація міжнародних закупівель в умовах обмеженої логістики» зумовлена фактичним станом транспортної блокади українського експорту та імпорту в умовах широкомасштабної військової агресії Росії проти народу України та наслідками такої блокади для вітчизняних підприємств експортерів та імпортерів та споживачів-громадян. Мета кваліфікаційної роботи – розробити оптимальну схему міжнародних закупівель з урахуванням обмежень в логістиці. Обʼєкт дослідження – система міжнародних публічних закупівель товарів та послуг в Україні державними та приватними організаціями. Предмет – процедура міжнародних публічних закупівель в Україні. В роботі розглядається теоретичний апарат міжнародних закупівель, зокрема поняття «тенедер» - публічна проведена процедура закупівель за формальними правилами із забезпеченням принципів прозорості та відкритості, економності, змагальності та відповідності потребам. Відзначається, що поєднання цих вимог є складним процесом, що потребує інституціонального удосконалення, визначається сучасний стан системи закупівель в Україні в державному та корпоративному секторах, переваги та недоліки формалізованих підходів та використання он-лайн платформ для роботи. Аналізується сучасний стан економіки та соціальної сфери та проблеми в реалізації контрактів, вплив логістики на імпорт та експорт та динаміку ситуації. Визначено, що формалізована процедура хоча й підвищує відповідальність розпорядників коштів, проте затримує час, пропонується низка рішень для подолання проблем в сфері публічних закупівель.

EN : The relevance of the topic of the qualification work "Organization of international procurement in conditions of limited logistics" is determined by the actual state of the transport blockade of Ukrainian exports and imports in the conditions of large-scale military aggression of Russia against the people of Ukraine and the consequences of such a blockade for domestic enterprises of exporters and importers and consumer-citizens. The purpose of the qualification work is to develop an optimal scheme for international purchases, taking into account the limitations in logistics. The object of the study is the system of international public procurement of goods and services in Ukraine by state and private organizations. The subject is the procedure of international public procurement in Ukraine. The paper examines the theoretical apparatus of international procurement, in particular the concept of "tender" - a publicly conducted procurement procedure according to formal rules, ensuring the principles of transparency and openness, economy, competitiveness and compliance with needs. It is noted that the combination of these requirements is a complex process that requires institutional improvement, the current state of the procurement system in Ukraine in the public and corporate sectors, the advantages and disadvantages of formalized approaches and the use of online platforms for work is determined. The current state of the economy and social sphere and problems in the implementation of contracts, the impact of logistics on import and export, and the dynamics of the situation are analyzed. It was determined that the formalized procedure, although it increases the responsibility of managers of funds, delays time, a number of solutions are proposed to overcome problems in the field of public procurement.
