Інформаційно-аналітична діяльність Веселівської селищної ради в умовах війни

Abstract

UA : Для виконання кваліфікаційної роботи бакалавра «Інформаційно-аналітична діяльність Веселівської селищної ради в умовах війни» – використано 57 джерел. Об’єктом дослідження є інформаційно-аналітичний процес у сфері управління Веселівської селищної ради в умовах війни. Предметом дослідження є механізми організації інформаційноаналітичної та комунікаційної діяльності Веселівської селищної ради до та під час тимчасової окупації РФ. Мета дослідження: проаналізувати механізми організації інформаційноаналітичної та комунікаційної діяльності Веселівської селищної ради до та під час тимчасової окупації РФ. Методи дослідження: системний підхід, структурно-функціональний, порівняльний, синхронічний методи, елементи несистематичного спостереження як безпосереднього комуніканта офіційних каналів комунікації місцевого самоврядування та спостерігача соціальної атмосфери, в якій організовується інформаційно-аналітична діяльність веселівської громади в умовах тимчасової окупації РФ; аналіз нормативних документів досліджуваної інституції. Для реалізації поставленої мети необхідно виконати такі завдання: 1) охарактеризувати інформаційно-аналітичну діяльність у структурі інформаційних процесів державного управління; 2) висвітлити умови забезпечення інформаційної безпеки в органах місцевого самоврядування в умовах широкомасштабного вторгнення Росії в Україну; 3) розкрити структуру та визначити основні засади діяльності відділу з питань внутрішньої та інформаційної політики виконавчого комітету Веселівської селищної ради до тимчасової окупації РФ; 4) проаналізувати механізми інформування та комунікації з громадськістю Веселівської селищної ради до та під час тимчасової окупації РФ. Методологічну і теоретичну основу дослідження складають праці, присвяченні питанням використання інформаціно-аналітичної діяльності в процесі прийняття управлінського рішення, зокрема В. Варенко, І. Захарової, С. Кулицького, О. Матвієнко, К. Меліхова, Л. Філіпової та інших. Серед праць закордоних дослідників – роботи T. Sudnickas, V. Smalskys, J. Sahagun, P. Cantarelli, N. Belle, L. Hall Jeremy. Дослідженню теоретико-методологічних основ інформаційної безпеки присвячено наукові роботи відомих вітчизняних науковців, таких як: О. Бодрук, В. Варенко, В. Демиденко, О. Панченко. Наукова новизна роботи полягає в аналізі механізмів організації інформаційно-аналітичної та комунікаційної діяльності Веселівської селищної ради до та під час тимчасової окупації РФ та формуванні рекомендацій щодо вдосконалення комунікаційних механізмів веселівської громади. Сфера застосування. Матеріали дослідження можуть бути корисними для студентів – комунікаційників, здобувачів освіти управлінських спеціальностей, аналітиків, фахівців органів державної влади, громадсько-політичних об’єднань, всіх, хто цікавиться проблемами інформаційно-аналітичного забезпечення органів державного управління. Висновки та пропозиції можуть бути використані в процесі практичної роботи місцевих органів виконавчої влади, в управлінській діяльності органів місцевого самоврядування.

The subject of the study is the mechanisms of organization of information, analytical and communication activities Veselivka settlement council before and during the temporary occupation of the Russian Federation. The purpose of the study is to analyze the mechanisms of organizing information, analytical and communication activities of the Veselivka settlement council before and during the temporary occupation of the Russian Federation. Research methods: systematic approach (taking into account the peculiarities of information security risks of organizing information and analytical activities of local self-government under the conditions of temporary occupation), structural and functional method (to determine the components of information work in local selfgovernment bodies), comparative method (when analyzing the mechanisms of communication with the public of a local self-government body before and during the temporary occupation of the Russian Federation), synchronous method (focus on the conditions of a full-scale invasion), elements of non-systematic observation as a direct communicator of official communication channels of local self-government and an observer of the social atmosphere in which the information and analytical activities of the Veselivska municipality are organized under the temporary occupation of the Russian Federation; analysis of the regulatory documents of the institution under study. In order to realize the set goal, it is necessary to complete the following tasks: 1) to characterise information and analytical activities in the structure of information processes of public administration; 2) to highlight the conditions for ensuring information security in local governments in the context of Russia's large-scale invasion of Ukraine; 3) to disclose the structure and define the main principles of the internal and information policy department of the executive committee of the Veselivka settlement council before the temporary occupation of the Russian Federation; 4) to analyse the mechanisms of informing and communicating with the public of the Veselivka settlement council before and during the temporary occupation of the Russian Federation. The methodological and theoretical basis of the study is formed by works on the use of information and analytical activities in the process of making managerial decisions, in particular by V. Varenko, I. Zakharova, S. Kulitsky, O. Matvienko, K. Melikhov, L. Filipova and others. Among the works of foreign researchers are the works of T. Sudnickas, V. Smalskys, J. Sahagun, P. Cantarelli, N. Belle, L. Hall Jeremy. The study of the theoretical and methodological foundations of information security is the subject of scientific works of well-known national scholars, such as: O. Bodruk, V. Varenko, V. Demydenko, O. Panchenko. The scientific novelty of the work is to analyse the mechanisms for organising the information, analytical and communication activities of the Veselivka settlement council before and during the temporary occupation of the Russian Federation and to formulate recommendations for improving the communication mechanisms of the Veselivska municipality. Scope: the research materials may be useful for students – communicators, students of management specialities, analysts, specialists of public authorities, public and political associations, and anyone interested in the problems of information and analytical support of public administration. The conclusions and suggestions can be used in the practical work of local executive authorities, in the management activities of local self-government bodies.
