Особливості інформаційної політики в Україні в умовах війни

Abstract

UA : Розвиток новітніх технологій та зростання ролі інформаційного простору впливають на всі сфери суспільства, включаючи освіту, бізнес, виробництво, науку та політику. Сучасна епоха характеризується інтенсивним розвитком і використанням різноманітних інформаційних ресурсів, які впливають на процеси управління та суспільний розвиток. Зокрема, введення новітніх технологій створює нові виклики у політичній сфері, де стабільність та функціонування залежать від якості та оперативності інформації, яку отримує політична еліта, а також від реакції управлінської системи на цю інформацію. Це підтверджує тезу про те, що політична діяльність сьогодні – це боротьба за вплив на свідомість політичної еліти та систему управління, особливо в умовах інформаційного суспільства. Інформація проникає у будь-які сфери існування держави, зокрема в політичну, соціальну та економічну. Щоб мати змогу конкурувати на міжнародній арені та вигідно представляти себе, держава повинна адаптуватися під зростаючий рівень цифровізації у світі. Дуже важливим елементом існування будь-якої держави є безпека, інформаційну складову якої неможливо переоцінити. Події сьогодення вказують на актуальність проблеми пов’язаної з реалізацією інформаційної політики, зокрема створення іміджевої складової держави на міжнародній арені. Реальність вказує на певний парадокс у загальній поінформованості світу : чим більше джерел інформації існує , тим менше інформації може дійти до споживача. Цей тренд яскраво прослідковується в умовах гібридної війни росії проти України. Враховуючи лавину пропаганди з боку росії та великої кількості маніпулятивних впливів слід адекватно реагувати на ці виклики та гідно давати їм відсіч. Тому для України є життєво необхідним правильно формувати інформаційну політику як внутрішню так і зовнішню, позаяк наразі стоїть питання існування держави як суверенного та незалежного утворення.

EN : The development of the latest technologies and the growing role of the information space affect all areas of society, including education, business, production, science and politics. The modern era is characterized by the intensive development and use of various information resources that affect management processes and social development. In particular, the introduction of the latest technologies creates new challenges in the political sphere, where stability and functioning depend on the quality and speed of information received by the political elite, as well as on the reaction of the management system to this information. This confirms the thesis that political activity today is a struggle to influence the consciousness of the political elite and the management system, especially in the conditions of the information society. Information penetrates into any spheres of the state's existence, including political, social and economic. In order to be able to compete in the international arena and present itself favorably, the state must adapt to the growing level of digitalization in the world. A very important element of the existence of any state is security, the information component of which cannot be overestimated. Today's events indicate the relevance of the problem related to the implementation of information policy, in particular, the creation of an image component of the state in the international arena. Reality points to a certain paradox in the general awareness of the world: the more sources of information there are, the less information can reach the consumer. This trend is clearly observed in the conditions of Russia's hybrid war against Ukraine. Given the avalanche of propaganda from Russia and a large number of manipulative influences, these challenges should be adequately responded to and repulsed with dignity. Therefore, it is vitally important for Ukraine to correctly form the information policy both internally and externally, since the existence of the state as a sovereign and independent entity is currently in question.
