Діяльність громадських організацій в Україні в умовах воєнного стану

Abstract

UA : Прийняття Конституції України, яка визначила форму державного устрою, стало початком формування нової політичної системи українського суспільства, яка на теперішній час є цілісною, впорядкованою сукупністю політичних організацій, принципів, норм, засобів, методів, що забезпечують функціонування політичної влади у демократичній державі. І хоч центральне місце у політичній системі України займають державні інституції, невід’ємною її частиною також є громадські об’єднання, які різняться між собою організаційно-правовими формами і цілями, для реалізації яких вони утворюються. До таких громадських об’єднань належать політичні партії, профспілки, релігійні організації, жіночі, благодійні, волонтерські та будь-які інші громадські організації. Беручі участь у діяльності громадських об’єднань, різні соціальні групи суспільства мають можливість виражати свої інтереси, здійснювати вплив на державу, що, власне, й відображає їх основну роль у політичній системі України. Зважаючи на неабиякий вплив громадських об’єднань і організацій на діяльність держави, на їх роль у розбудові громадянського суспільства, проблематика досліджень діяльності громадських організацій в Україні стає все більш актуальною. До речі, не тільки в Україні. Сьогодні в усьому світі все частіше у центрі уваги політиків, політологів, публіцистів опиняються проблеми громадянського суспільства, аніж держави. Адже держава, в її сучасному розумінні – це усталені інституції, норми і правила, а громадянське суспільство – молодий, динамічний соціальний організм, який формується, розвивається і потребує постійного вивчення та аналізу. Актуальність теми дослідження посилюється в умовах воєнного стану. Справа в тому, що під час війни саме громадські організації перебрали на себе велику частину функцій держави із забезпечення військових. Це й забезпечення спорядженням (одягом та амуніцією), і озброєнням, і харчуванням та засобами пересування тощо. В той час, коли держава була неефективна у цих питаннях, скута різними бюрократичними механізмами, громадські організації забезпечували Сили оборони України майже усім необхідним.

EN : The adoption of the Constitution of Ukraine, which determined the form of the state system, marked the beginning of the formation of a new political system of Ukrainian society, which is currently a coherent, ordered set of political organizations, principles, norms, means, and methods that ensure the functioning of political power in a democratic state. And although the central place in the political system of Ukraine is occupied by state institutions, public associations are also an integral part of it, which differ among themselves in terms of organizational and legal forms and goals for the implementation of which they are formed. Such public associations include political parties, trade unions, religious organizations, women's, charitable, volunteer and any other public organizations. Taking part in the activities of public associations, various social groups of society have the opportunity to express their interests, exert influence on the state, which, in fact, reflects their main role in the political system of Ukraine. Considering the considerable influence of public associations and organizations on the activities of the state, their role in the development of civil society, the issue of researching the activities of public organizations in Ukraine is becoming more and more relevant. By the way, not only in Ukraine. Today, all over the world, the problems of civil society, rather than the state, are more often in the center of attention of politicians, political scientists, and publicists. After all, the state, in its modern understanding, is established institutions, norms and rules, and civil society is a young, dynamic social organism that is formed, develops and needs constant study and analysis. The relevance of the research topic increases in the conditions of martial law. The fact is that during the war it was the public organizations that took over a large part of the functions of the state to support the military. This includes the provision of equipment (clothing and ammunition), weapons, food and means of transportation, etc. At a time when the state was ineffective in these matters, shackled by various bureaucratic mechanisms, public organizations provided the Defense Forces of Ukraine with almost everything they needed.
