Трансформація державного управління в Україні в умовах війни

Abstract

UA : Трансформаційний період у суспільному розвитку, розвитку держави – це особливий суспільно-політичний і державотворчий процес, у якому проявляються певні закономірності, тенденції, періодичність і, навіть, специфічність, які зумовлені історичними і соціокультурними особливостями того чи іншого суспільства, тієї чи іншої держави. Трансформаційний процес базується на діалектичному подоланні істотних протиріч, нефункціональних інституцій старого порядку, виробленню нових цілей і формуванню нових способів їх досягнення. По суті своїй – він спрямований на пошук нової якості функціонування соціальної системи центральною інституцією якої є держава. Проблемна ситуація полягає в тому, що неминучим компонентом трансформації структури держави, її органів управління, є ціннісний конфлікт. Адже відомо, що застарілі структури будуть намагатися усіма силами утриматися в системі, а нові – їх витіснити. Крім того, як показує досвід сучасного розвитку, трансформація державного управління може здійснюватися як у відносно короткі терміни (за умови, що всі зацікавлені сторони прагнуть цього), так і у довготривалий час. Так відбувається тоді, коли трансформаційні процеси натикаються на супротив з боку якихось політичних сил або олігархічних структур. Показовим в цьому аспекті є приклад нашої держави, де за більше ніж 30 років її незалежності, трансформація державного управління в повній мірі так і не відбулася. Українські реформатори постійно зтикалися з принципово антиреформаторськими представниками старого режиму (олігархами різного штибу, корумпованими політиками і чиновниками), які були затятими противниками перетворень. Натомість, приклад країн Балтії, навпаки свідчить, що трансформація державного управління відбулася у стислі строки, що дало потужний поштовх для швидкого політичного та соціально-економічного розвитку цих країн.

EN : The transformational period in social and state development is a special socio-political and state-building process in which certain regularities, trends, periodicity and even specificity are manifested, which are determined by the historical and socio-cultural features of this or that society, this or that state. The transformational process is based on the dialectical overcoming of significant contradictions, dysfunctional institutions of the old order, the development of new goals and the formation of new ways of achieving them. In essence, it is aimed at finding a new quality of functioning of the social system, the central institution of which is the state. The problematic situation is that an inevitable component of the transformation of the structure of the state, its governing bodies, is a conflict of values. After all, it is known that outdated structures will try with all their might to stay in the system, and new ones will supplant them. In addition, as the experience of modern development shows, the transformation of public administration can be carried out both in a relatively short period of time (provided that all interested parties strive for it) and in the long term. This happens when transformational processes encounter opposition from some political forces or oligarchic structures. The example of our state, where for more than 30 years of its independence, the transformation of public administration has not fully taken place, is indicative in this aspect. Ukrainian reformers constantly faced fundamentally anti-reform representatives of the old regime (oligarchs of various stripes, corrupt politicians and officials), who were staunch opponents of reforms. On the other hand, the example of the Baltic countries, on the contrary, shows that the transformation of public administration took place in a short period of time, which gave a powerful impetus to the rapid political and socio-economic development of these countries.
