Трансформація авторитарних режимів у ХХІ столітті

Abstract

UA : Одним із найдавніших із них є авторитаризм - режим, заснований на здійсненні політичної влади конкретною особою (або групою осіб) за незначної участі громадськості у здійсненні державної політики. Частим синонімом цього поняття є термін «диктатура». Політичний режим є одним із найважливіших атрибутів сучасної держави. Від того який саме режим панує в державі залежить те, яким чином відбуваються суспільно-політичні та соціально-економічні процеси, об’єктивується особливість та повнота реалізації більшості конституційно-правових гарантій розвитку людини і громадянина. Політичний режим це один із елементів існування політичних еліт, від його реалізації залежить характер політичної боротьби. Більшість сучасних держав обрала демократію як парадигму державотворчих процесів та демократичний режим, як основу суспільно-політичного ладу держави. Натомість існує досить велика кількість країн в яких панує авторитарний режим, який щоправда в загальних рисах історичної еволюції відійшов від концепції тотального абсолютизму та інколи отримує або штучно створює елементи демократизації суспільних процесів. Людство знає чимало історичних та регіонально-культурних форм диктатури – їх можна виявити у всіх епохах та цивілізаціях. За диктаторського правління людина як громадянин держави перебуває у пригніченому стані.. Цей режим сягає корінням у стародавній світ, але зберігається і в наш час. Наше століття не стало віком урочистостей демократії, безліч країн Азії, Африки та Латинської Америки є авторитарними. Також деякі демократичні країни стоять під загрозою переходу до авторитаризму. Певні авторитарні тенденції присутні в країнах, що входять до європейської співдружності, зокрема в Угорщині, що означає необхідність вивчення даного суспільно-політичного феномену. Актуальність вивчення авторитаризму як політико-правового феномену полягає ще й втому, що в умовах української дійсності існує агресія Росії, як авторитарної держави по відношенню до України, яка проявляється в тому числі у формі військового протистояння та відкритої агресії. Все це вимагає вивчення та розуміння основних витоків принципів авторитаризму як політичного режиму.

EN : One of the oldest of them is authoritarianism - a regime based on the exercise of political power by a specific person (or group of persons) with little public participation in the implementation of state policy. A frequent synonym of this concept is the term "dictatorship". The political regime is one of the most important attributes of a modern state. The manner in which socio-political and socio-economic processes take place depends on the regime that prevails in the state, the specificity and completeness of the implementation of most constitutional and legal guarantees of human and citizen development is objectified. The political regime is one of the elements of the existence of political elites, the nature of the political struggle depends on its implementation. The majority of modern states have chosen democracy as the paradigm of state-building processes and the democratic regime as the basis of the socio-political system of the state. Instead, there is a fairly large number of countries in which an authoritarian regime reigns, which, although in general terms of historical evolution, has moved away from the concept of total absolutism and sometimes receives or artificially creates elements of democratization of social processes. Humanity knows many historical and regional-cultural forms of dictatorship - they can be found in all eras and civilizations. Under dictatorial rule, a person as a citizen of the state is in a depressed state. This regime has its roots in the ancient world, but it is preserved in our time. Our century has not become an age of celebration of democracy, many countries in Asia, Africa and Latin America are authoritarian. Also, some democratic countries are under threat of transition to authoritarianism. Certain authoritarian tendencies are present in the countries that are part of the European Commonwealth, in particular in Hungary, which means the need to study this socio-political phenomenon. The relevance of the study of authoritarianism as a political and legal phenomenon also lies in the fact that in the conditions of the Ukrainian reality there is aggression of Russia as an authoritarian state in relation to Ukraine, which manifests itself in the form of military confrontation and open aggression. All this requires studying and understanding the main origins of the principles of authoritarianism as a political regime.
