Аналіз та моделювання динаміки надходжень до бюджетів об’єднаних територіальних громад Запорізької області

Abstract

UA : Кваліфікаційна робота магістра містить три розділи, 88 с., 19 рис., 16 табл., 6їдодатків, 64 джерел. Об’єкт дослідження – надходження до бюджетів об’єднаних територіальних громад (ОТГ) Запорізької області. Предмет дослідження – методи аналізу та моделювання динаміки надходжень до бюджетів об’єднаних територіальних громад Запорізької області. Мета роботи – аналіз структури та динаміки надходжень до бюджетів ОТГ Запорізької області та розробка рекомендацій керівництву громад щодо вибору об’єкту, моделей та методів прогнозування надходжень.Методи дослідження – узагальнення, систематизації, синтез,порівняння, методи статистичного аналізу, кластерний аналіз, фрактальний аналіз.У роботі розглянуто теоретичні засади формування бюджетів об’єднаних територіальних громад. Розглянута характеристика фінансових надходжень до бюджетів об’єднаних територіальних громад Запорізької області. Проведено аналіз сучасного стану реформи децентралізації в Україні та Запорізькій області. Проаналізовані динаміка і структура надходжень до бюджетів ОТГ Запорізької області за 2016-2019 роки. Визначено тенденції динаміки формування доходів місцевих бюджетів. Для бюджету Веселівської ОТГ проведено кластерний аналіз, на основі якого виявлено, що надходження розділяються на чотири групи, мають подібну динаміку. Проведено фрактальний аналіз надходжень. На основі аналізу розроблено рекомендації щодо вибору об’єкту, моделей і методів для прогнозування надходжень.

The object of the study is the receipt of budgets of the united territorial communities (UTC) of the Zaporizhia Oblast. The subject of the study is methods of analysis and modeling of the dynamics of budgetary receipts of the united territorial communities of Zaporizhia Oblast. The purpose of research is to analyze the structure and dynamics of budgetary receipts of the Zaporizhia Oblast and to develop recommendations for community leadership on the selection of the object, models and methods for revenues forecasting. Research methods -generalization, systematization, synthesis, comparison, methods of statistical analysis, cluster analysis and fractal analysis. The research is devoted to the theoretical principles of budgeting of united territorial communities. Also, the characteristics of financial revenues to the budgets of the united territorial communities of Zaporizhia Oblast have been examined. An analysis of the current state of decentralization reform in Ukraine and Zaporizhia Oblast was included into research. The dynamics and structure of revenues from the budgets of Zaporizhia Oblast for 2016-2019 years have been analyzed. The trends of dynamics of formation of local budget revenues have been determined. A cluster analysis was conducted for the budget of Veselyvska UTC, the results of which showed that the receipts are divided into four groups and have similar dynamics. Fractal analysis of revenues was carried out. Based on the analysis, we have developed recommendations for the selection of the object, models and methods for forecasting revenues.
