Abstract

EN : The work is presented on 124 pages of printed text, contains 13 tables, 6 figures, 6 annex. The list of referеnces includes 84 sources, 5 of them in foreign languages. The object of the research is the process of functioning of the state policy of reforming the system of financing the health care industry and the system of emergency medical care of Ukraine. The subject of the research is the system of financial security management of the health care institutions and the emergency medical care system based on the example of the municipal institution "Regional Emergency and Disaster Medicine Center" of Dnipropetrovsk Regional Council. The purpose of the qualification work is to develop theoretical and practical recommendations for improving the financial management system of healthcare institutions. Research methods: systematic analysis method; generalization of scientific concepts, defining the points of view of leading domestic and foreign scientists; method of functional-structural analysis; mathematical and comparative methods; methods of functional and statistical analysis; targeting, modeling and generalization. The health situation is one of the most acute in our country. This very important social sector exists on the verge of survival, and today the question of improving the financial health care system as a whole and the emergency medical care system as a part of it, in particular, is of particular importance as the process of reforming the industry is intensified. The presence of these and other problems made the topic of the study relevant. Obtained results: identified the main directions of the state policy of Ukraine in the field of health care at the present stage of development of society, investigated the stages of evolution of the system of financial management of health care in Ukraine, considered foreign experience and the current state of health care financing, identified sources of financing municipal services of emergency medical care institutions, deficiencies and problems of the budget financing of the institution were identified, ways to improve the financial support of health care institutions were substantiated îíè health, formulated recommendations for improving the organization and management of financial guarantee budgetary institutions in modern conditions. Practical meaning. Work materials can be used in the process of improving the financing, organization and management of emergency medical care facilities in the current environment. The results of the study can be used in the educational process to deepen the theoretical and methodological base of the programs of subjects in financial management, economics, in the practice of budgetary sphere of Ukraine.

Об’єкт дослідження – процес функціонування державної політики стосовно фінансування галузі охорони здоров’я та системи екстреної медичної допомоги України. Предмет дослідження – система управління фінансовим забезпеченням закладів охорони здоров’я та системи екстреної медичної допомоги. Мета кваліфікаційної роботи полягає у розробці теоретичних та практичних рекомендацій щодо вдосконалення системи управління фінансовим забезпеченням закладів охорони здоров’я. Методи дослідження: метод системного аналізу; узагальнення наукових концепцій; метод функціонально-структурного аналізу; математичний та порівняльний методи; методи функціонального та статистичного аналізу; програмно-цільовий, моделювання та узагальнення. Одержані результати: досліджено етапи еволюції системи фінансового управління охороною здоров’я в Україні, розглянуто зарубіжний досвід та сучасне становище фінансування охорони здоров’я, визначено джерела фінансування комунальних установ системи екстреної медичної допомоги, визначено недоліки та проблеми бюджетного фінансування установи, обґрунтовано шляхи удосконалення фінансового забезпечення закладів охорони здоров’я, сформульовані рекомендації щодо вдосконалення організації та управління фінансовим забезпеченням бюджетних установ в сучасних умовах. Результати дослідження можуть бути використані в навчальному процесі для поглиблення теоретико-методичної бази програм навчальних дисциплін з фінансового управління, економіки, в практиці бюджетної сфери України
