Фінансове забезпечення розвитку об’єднаних територіальних громад в Україні

Abstract

UA : Кваліфікаційна робота викладена на 102 сторінках друкованого тексту, містить 5 таблиць, 18 рисунків, 7 додатків. Перелік посилань включає 81 джерело, з них 11 іноземною мовою. Об’єктом дослідження є процес фінансового забезпечення розвитку і функціонування об'єднаних територіальних громад. Предмет дослідження – механізми фінансування розвитку об'єднаних територіальних громад в умовах децентралізації. Метою дослідження є розробка рекомендацій щодо удосконалення управління в сфері фінансового розвитку ОТГ в умовах децентралізації, а теоретичні дослідження розвитку територіальних громад. Методи дослідження. У процесі здійснення дослідження використовувались такі наукові методи, як синтез та аналіз інформації; статистичний – при аналізі фактичних даних щодо фінансування розвитку за рахунок коштів Державного фонду регіонального розвитку, графічно-табличні методи для виявлення закономірностей збільшення чи зменшення тих чи інших показників; методи індукції та дедукції – під час формування рекомендацій і пропозицій. Одержані результати: впровадження розроблених пропозицій надасть можливість здійснити удосконалення управління в сфері фінансового розвитку ОТГ в умовах децентралізації, а також розширити джерела його фінансування. Результати дослідження можуть бути застосовані в ОТГ, зокрема в сфері фінансування розвитку в умовах децентралізації.

In recent years, the independence of the regions, which are increasingly responsible for the results of regional development, has increased. Sustainable development of united territorial communities is the most important priority of the state policy of Ukraine at the present stage. The success of this policy depends not only on the economic development of the country and the social status of its citizens, but also national security, unity and territorial integrity of the state. Given the diversity of regional conditions, differences in resource potential, unique features of historical development, the specifics of the socio-cultural landscape, it is advisable to make the right choice of main goals and directions of regional development policy, as well as ways and mechanisms of its implementation. The object of study. State financial policy for the development of united territorial communities. Subject of study. Mechanisms for financing the development of united territorial communities in the context of decentralization. The purpose and objectives of the study. Development of recommendations for improving governance in the field of financing the development of united territorial communities in the context of decentralization. Research methods. In the process of research, such scientific methods were used as synthesis and analysis of information in the system of financial support for the development of united territorial communities in the conditions of decentralization; statistical – when analyzing the actual data on financing the development of Zaporizhia region at the expense of the State Fund for Regional Development, subventions from the state budget to local budgets for measures for socio-economic development of individual territories and subventions from the state budget to local budgets for infrastructure of united territorial communities ; graphical and tabular methods for identifying patterns of increase or decrease of certain indicators; methods of induction and deduction – during the formation of recommendations and proposals. The results obtained. The implementation of the developed proposals will provide an opportunity to improve management in the field of financing the development of united territorial communities in the Zaporozhye region in terms of decentralization, as well as to expand the sources of its funding. The results of the study can be applied in the united territorial communities, in particular in the field of financing development in the context of decentralization.
