Підготовка військової еліти США у другій половині ХХ – на початку ХХІ ст.

Abstract

UA : Категорії та поняття: США, війна у В’єтнамі, Корейська війна, Вест-Пойнт, спецпідрозділ «Дельта», військова еліта, озброєння. Об’єкт дослідження – військова еліта армії США. Предмет дослідження – підготовка військової еліти США у другій поло-вині ХХ – на початку ХХІ ст. Мета дипломної роботи полягає в аналізі змін формуванні військових еліт армії США з другої половини 20 ст. по сьогодення. Новизна роботи та теоретичне значення: отриманих результатів роботи полягає в тому, що ця дипломна робота є першим комплексним, логічно завершеним дослідженням розвитку озброєння та військової техніки у США у другій половині ХХ – на початку ХХІ ст. Висновки: В умовах 21 століття, військова безпека представляється вже не тільки в збереженні державного суверенітету і територіальної цілісності, як це було ра-ніше. На даний момент, в умовах глобалізації, потрібен захист національних інтересів за межами зони територіального контролю і збереження національної ідентичності та системи цінностей. Військова окупація та втрата життів громадян країни не перестали бути значимими і головними цілями в військовій політиці нашої держави. Але у сучасному світі військово-політичних взаємин військово-політичний стан став носити суто індивідуальний характер. Але умовах міжнародної ситуації, вже не раз деякі країни проявляли військову силу без оголошення війни і не один раз ігнорували норми ООН. Така поведінка країн говорить про те, що захиститися від впливу такої політики за допомогою міжнародного права неможливо. У зв'язку з цим можна констатувати, що в другому десятилітті 21 століття проблема формування та підготовки військових еліт в світі носить особливо важливий характер. Військові конфлікти на Середньому та Близькому Сході, Центральної Азії, в Україні показали, що стався перелом в військово-політичній обстановці і з'явилися нові потенційні загрози. 21 століття насичене проявами нових впливових сил і серед таких для України може бути армія США, яка на власному досвіді показала, що належне формування та підготовка військових еліт, може бути діючою силою проти агресора, а також може захистити інтереси країни у будь-якій точці земної кулі. У наш час численні військові бази, що працюють в декількох десятках країн по всьому світу, дозволяють американським військам завжди тримати руку на пульсі планети і своєчасно реагувати на виникаючі загрози. Можна з упевненістю сказати, що сьогодні армія США - найсильніша на планеті. Держава, яка не має ймовірного противника біля своїх кордонів, змогло побудувати потужні збройні сили з найбільш сучасною зброєю. Чисельність особового складу армії Америки становить трохи більше мільйона військовослужбовців (підготовка яких вважається сучасним зразком для більшості армій планети), а також майже сімсот тисяч цивільних службовців. У сухопутних військах несуть службу до п'ятисот тисяч чоловік, до двохсот тисяч в резервній армії і майже чотириста п'ятдесят тисяч - в Національній гвардії. Вивчення досвіду останніх військових конфліктів за участю США показує, що армія цієї країни все частіше використовує абсолютно нову тактику ведення бойових дій: захоплення панування в повітрі з наступним придушенням військових об'єктів супротивника авіацією і тактичними ракетами. Аналітики вже назвали подібну тактику «війною шостого покоління», коли відсутня чітко окреслена лінія фронту, а наземні армійські частини виконують в основному охоронні та блокуючи функції. При цьому дії на території ворога найчастіше покладаються на підрозділи спеціального призначення, які можуть виконувати найрізноманітніші завдання - починаючи з знищення ключових військових об'єктів і закінчуючи захопленням або усуненням політичних і військових лідерів. Американська армія за рівнем, що витрачаються на неї коштів, займає лі-дируюче на планеті становище. Так, військовий бюджет 2018 року передбачив витратити на потреби армії більше 760 мільярдів доларів, що склало більше 40% від загальносвітових військових витрат. За даними незалежних джерел, це в три рази більше оборонних витрат Китаю і в сім разів більше російських.

Conclusions: In the context of the 21st century, military security is no longer represented only in the preservation of state sovereignty and territorial integrity, as it was before. At present, in the context of globalization, it is necessary to protect national interests outside the zone of territorial control and preserve national identity and value system. The military occupation and the loss of lives of the country's citizens have not ceased to be significant and main goals in the military policy of our state. But in the modern world of military-political relations, the military-political state has become purely individual. But in the international situation, more than once some countries have shown military force without declaring war and have repeatedly ignored UN rules. This be-havior of countries suggests that it is impossible to protect against the influence of such policies through international law. In this regard, it can be stated that in the second decade of the 21st century, the problem of formation and training of military elites in the world is particularly important. The military conflicts in the Middle East, Central Asia, and Ukraine have shown that there has been a turning point in the military-political situation and new potential threats. The 21st century is full of new influential forces, and among them for Ukraine may be the US Army, which has shown in its own experience that the proper formation and training of military elites can be an effective force against the aggressor, and can protect the country's interests anywhere in the world. bullets. Today, numerous military bases operating in dozens of countries around the world allow American troops to always keep their hands on the pulse of the planet and respond in a timely manner to emerging threats. It is safe to say that today the US Army is the strongest on the planet. A state that has no probable adversary near its borders has been able to build a powerful armed force with the most modern weapons. The American army has just over a million troops (which is considered a modern model for most armies on the planet), as well as nearly seven hundred thousand civilians. Up to five hundred thousand men serve in the land forces, up to two hundred thousand in the reserve army, and almost four hundred and fifty thousand in the National Guard. A study of recent US military conflicts shows that the country's military is in-creasingly using a completely new tactic of warfare: the seizure of dominance in the air, followed by the suppression of enemy military facilities by aircraft and tactical missiles. Analysts have already called such tactics a "sixth-generation war," where there is no clear front line and ground forces are mainly guarding and blocking. At the same time, actions in enemy territory are often entrusted to special forces, which can perform a variety of tasks - from the destruction of key military facilities and ending with the capture or removal of political and military leaders. The US military occupies a leading position on the planet in terms of the amount of money spent on it. Thus, the military budget for 2018 provided for spending more than 760 billion dollars on the needs of the army, which amounted to more than 40% of global military spending. According to independent sources, this is three times more than China's defense spending and seven times more than Russia's.
